It was supposed to be her day off. Raisa had been standing at the window of her tiny 3rd story one-bedroom apartment when a trio of black vans with tinted windows came tearing down the street towards the festival grounds. Frowning Raisa grabs her cell and calls the festival security.

Raisa found herself stopped mid-sentence as the first echos of explosions made it to her apartment. "Fuck." The mutant utters with a growl as she hangs up. Changing into her armor with painful haste, Raisa pauses to throw an old MSU patch onto her plate carrier and set up her earpiece. With a hard push, she throws her window open and summons a bike-like construct just outside. Hopping on, she zips towards the festival grounds, quickly connecting into the festival security's radio frequency.
"Lieutenant! More hostiles North and West! We got the west ones pinned down but north and east needs assistance!", Setsuka said.
"I'm at north with a squad! East sounds compromised! I need units over there! F***! We need backup here at Festival grounds! All units report!"

Swinging around the corner of an office building, Raisa zips out over the east edge of Azure Park, getting a bird's eye view of the carnage. A field of corpses pockmarked by bomb and grenade blasts, the entire park covered in light haze smoke. "Bloody hell..." Shaking off the shock, she gives her 'bike' a mental push and goes diving towards the east entrance.
Occupation: 🔹 Is an officially registered private mutant specialist consultant (PMSC), the majority of her work is case-by-case contract jobs for the police, MSU and other government organizations.

Appearance: 🔹 Raisa is an average 5' 10" with a 'classic' medium build and well muscled. She has a short (1-2 inches) mop of dark, almost black, hair. Her eyes noticeably change color depending on her mood.
Green is happy or other positive moods, yellow is annoyed, irritable or an otherwise agressive mood, orange is upset or angry, red is angry or enraged. Blue is melancholy, depression and other "down" moods. Purple is a mix of "down" moods and anger, typically feelings of frustration or helplessness. Pink is embarrassment or arousal. Pale colors denote mild moods and dark colors denote intense moods.
Raisa regularly wears punk, rock & metal band tee-shirts along with jeans, boots, leather jacket, fingerless gloves and a pair of aviator shades.
Personality: 🔹 Raisa is a bit of an aggressive workaholic. Her very forthright personality and distinct lack of patience for other people's bullshit quickly makes her as many friends as it does enemies. 🔹 The experimentation she suffered from at the hands of a Chinese black-op has left Raisa with trust issues towards government organizations. Working in the MSU for several years has helped to alleviate this, but she still has a strong preference for being an independent contractor, much to the consternation of higher-ups within the MSU who would very much like for Raisa to return the fold.
Origin:
🔹 Raisa was born into a shabby district within one of China's bustling metropolises. Despite not having much, Raisa's early childhood was a peaceful and happy time. However, when she was 8, both of Raisa's parents were murdered in front of her during an armed robbery. A much worse fate would have awaited the young girl had a few members of a local street gang not been nearby. Having come to investigate after overhearing the commotion, they saw an opportunity to pick up a grateful new recruit and took it.
🔹 After being taken in by the street gang, Raisa learned the art of street life and how to do everything from panhandling to pickpocketing. Raisa would spend the next decade of her life as a petty street thief. It was during this time that her psychic powers began to develop. Knowing mutant powers would draw unwanted attention, Raisa did her best to keep her abilities hidden. Still, a little before she turned 18, she was found by Chinese Govt. agents who offered her amnesty for her crimes in exchange for her cooperation. Raisa reluctantly agreed and promptly disappeared into a completely off-the-books mutant super-soldier experimentation program.
🔹 The program in question was built to 'gift' mutants with new powers. The lucky ones quickly died on their first attempt. The less fortunate suffered from horrible physical transformations before dying or being put down weeks later. Those who had it worst of all would spend months in agony as their bodies rejected the process. For Raisa it was on her forth go-round after almost two years that her gifted powers finally stuck, in this case, baseline physical enhancement. Before they had a chance to move her to another facility, a highly explosive accident with another test subject gave her the opportunity to escape. Sneaking across the country, Raisa stowed away on a ship to Japan before dragging herself to the American Embassy and begging for asylum.
🔹 Once she made it the States, Raisa took a deal from the MSU getting an American citizenship, a proper education and any medical treatment needed for her unique situation in exchange for eight years of service in the MSU. Upon completing her end of the deal, Raisa left the MSU and got licenced as a PMSC. For the past four years, she's been doing contract work for the police, MSU and FBI. On occasion Raisa has also turned to vigilantism when the government organizations she works with haven't been able to get the job done.
Notable Relations: 🔹 Raisa has a laundry-list of contacts from the different organizations she's worked with as well as a couple of reporters. But beyond friendly small talk and professional working relationships, Raisa is a bit of an independent loner.

Everyday Skills: 🔹 In spite of her mess of a childhood, Raisa is surprisingly well educated. While she was living on the street, she would steal textbooks and other educational material in order to learn new things. Once she made it into the States and got taken in by the MSU, Raisa dedicated her spare time learning, earning a GED through night classes plus some higher education. 🔹 Very streetwise from her time spent on the streets in her childhood. She's also quite good at misdirection and sleight of hand. 🔹 Obscene levels of pain tolerance from her time as test subject. 🔹 Standard adulting skills. 🔹 Is fluent (written & verbal) in both English and Mandarin.
Combat:
Fighting Style: 🔹 Between her powers and a mix of martial-arts training Raisa is a melee brawler who overwhelms her opponents with brute force.
Strengths: 🔹 With her powers Raisa can hit incredibly hard, allowing her to bring down opponents with a single good hit unless they have notably tough defenses (transmuted flesh, metal bones, exo-suit, etc.).
Weaknesses: 🔹 Range. While Raisa does have firearms training and reasonable skill with guns, She's just nowhere near as good in a gunfight as she is up close and personal. 🔹 Large/long drawn-out fights. Repeated strain on her psionic constructs without a chance to rest can wipe Raisa out mentally, leading to headaches and exhaustion, which is never good in a fight. This also includes high-durability opponents who require finesse over raw power to take down.
Equipment: 🔹 .22 magnum handgun with a small barrel extension 🔹 industrial swiss-army knife/multi-tool (switchblade, pliers/cutters, screwdriver, bottle opener, etc) 🔹 long barreled .44 magnum revolver 🔹 combat knife 🔹 full suit of all black tactical body armor 🔹 Both firearms are owned legally, and Raisa also has a concealed carry permit. Strengths: 🔹 Raisa can create psychic constructs. When created, they are anchored to her or the space around her. Constructs anchored to her, move with her as she moves, constructs anchored to the space around her remain in the space that they were summoned unless psychically moved. The size and shape of the constructs can also be changed, though this takes a good bit more focus than just simply moving them.
🔹 The physical enhancements Raisa gained in the super soldier program has given her doubled strength, toughness and reaction speed/reflexes.
Weaknesses/Limitations: 🔹 Raisa's constructs have a soft six foot range limit. Once a construct gets more than six feet away from her, it looses strength and begins to dissipate, disappearing completely at nine feet. When her constructs are hit with force (bullets, explosions, a vehicle traveling at high speed, etc) it puts mental strain on Raisa, making it harder for her to maintain the construct, until it breaks. taking too much strain on her constructs will give her headache or migraine and exhaust her both mentally and physically.
🔹 Raisa's physical enhancements come at the cost of an absurdly aggressive metabolism, requiring her to eat about twice as much a normal person of her size and physique usually would.

🔹 Raisa's physical enhancements have given her an enhanced tolerance for alcohol. 🔹 The constructs can be translucent or opaque and match the color of her eyes. Her eyes also glow when shes using her powers. 🔹 The constructs have an appearance similar to Mass Effect's Biotics, though with a crackling electricity effect as opposed to a 'space warble'.
