How modern Konoha looks like Themes: Steampunk, School, War, Politics A brief intro
Welcome everyone! I'm Indra and after training with my beloved master, Inkarnate. I've become driven to establish a Naruto RP once more despite the failures that all of us met in the past. I am here to present you Kakumei, a Naruto RP that depicts an amalgam of the Boruto generation and the Naruto generation, basically: Traditionalism vs Modernism. Take note, that this RP is a complete AU, meaning concepts are re-imagined but not too deviating. You're all welcome to share ideas.
My goal here is to convey what balance means, and relating it to our society today; most of what we see lost its essence and value, a shell of its former glory. Most martial arts today do not have its essential value, all it does is commercialize and be a cash cow, and looking deeper in that concept applies in this RP: Shinobi may be decreasing yet the majority of them today are nothing more than commercialized bastards who live the luxuries of industrialism. A true Shinobi is selfless and knows what is self sacrifice, instead of the complacent and selfish pricks they are now, just as what Itachi have said: "A true Shinobi does not set out to seek self glory, a true shinobi protects peace within the shadows, even if it means being hated."
The theme that I'd also like to re-establish here is "Talent vs Hard-work", which by the way is ignored in Shippuden. There will be geniuses and weak rising to become strong. You will be playing characters alike, and portray them to the full. But Indra, what about the bigger problems like Uchihas, Bijuu and all that stuff? Trust me on this. I have taken care of all those with my Co-GMs.
Originally, this was an RP meant for four people only, the creators ourselves, but hey we all are busy, except me lol, I am more flexible these days. However, I'd like to give it a test, I may or may not connect it to the supposed version. They currently do not have a part in this RP, but I do credit them for their hardwork in helping me make this. My goal here is to test out this Naruto RP we have established, 6 months in the making.
What are our roles? First and foremost, our characters live in a world where ninja are not only declining because of modernization but also because of the widespread of Ninjutsu. The first arc will have everyone as academy students. Even though your characters have graduated from the Academy, there will be times that they will go back to the academy to further enhance their professions which is what is shown in the Boruto Anime/Manga. I will explain further what is the ninjutsu curriculum.

How Konoha looked like after the Second Shinobi War
The Sage of Six Paths and the birth of an organized militant civilization; the ninja and the samurai. Almost everyone in this world knows about the tale of the messiah that saved mankind from the corrupted one, but as humanity progress, will they deviate from the commandments of the Sage? It is indeed evident that men strayed from the teachings of the Sage, they have diverted their attention on worldly desires and ridiculed the heavens as history repeats itself. Perhaps the birth of scientific ninja tools is the living proof that causes men to fall apart, and as we look back, the world we knew before and compared to now, marks an end of an era. Many are called but few are chosen, not all who call upon the heavens will be answered by the Sage, but those who have heart for him shall not perish but witness a wonderful sight that men's eyes cannot fathom.
A time where men and the nine heavenly guardians were in unity, each of these guardians are revered as gods in the eyes of men, they are: Inugamiomo no Shukaku, Nekogami no Matatabi, Kame-ou no Isobu, Sarugami no Son Goku, Kiri no Kokuo, Un no Chomei, Tako-ushi no Gyuuki, and Kurama no Tamae, the latter being the strongest among all. Legends said that they are overseers of mankind as they provide chakra fruits as men's daily bread in impossible tasks.
Otsutsuki Kaguya, an imperial princess from a faraway land became the first human to permanently wield chakra by defying the nine heavenly guardians through eating the chakra fruit of wisdom and defeated the tyrant Emperor Han and ascended to the heavens. Kaguya then gave birth to her two sons, one would be the messiah and the other the father of the Hyuuga, they are Hagoromo and Hamura, and upon the birth of her sons marked a new age where the nine guardians would no longer provide the power of the fruits as humans can now utilize it within, the guardians in the same token separated the holy trees from the mortal plane — a place where no mortal could find and where secrets are revealed to those worthy. Hagoromo fulfilled his destiny as the messiah who taught Ninshu and saved men from the evil god, Jashin, while Hamura and his household became guardians of the unknown plane . In spite of attaining the Rinnegan's benefit of immortality, Hagoromo chose to remain mortal and unlike his mother whose physical form and spirit ascended to the heavens, he died a mortal and his spirit became omnipresent.
Through Hagoromo's sons; Otsutsuki Indra and Otsutsuki Ashura, Ninshu continued, with Ashura as the successor. Indra didn't take it well and rebelled against his younger brother(which would escalate through many generations), he then invented a weaponized version of Ninshu that we use today and that is Ninjutsu. Kurama no Tamae, one of the nine guardians who is known for her good fortune and mischief cursed Indra for his rebellion and his eyes were dyed in red, his bloodline through generations will experience the curse of the fox. As a result, the enmity between Indra and Ashura brought forth the Shinobi era.
Widely known as the "Warring States", the Konran period sparked during Indra and Ashura' feud, their respective ideals paved the way to different types of civilization and beliefs, the teachings of Ninshu was mitigated as Ninjutsu became prominent due to constant warring. In this era, it was not inherently the will of ninja to fight as their nature were morally gray (even today) and out of obedience, while the Samurai was living a much better life, considering their allegiance to the Feudal Lords and the Emperor as law enforcers in their countries, the ninja on the other hand were merely assassins for hire and entertainment to the Emperor. Those who were against the Emperor's wishes are executed by the Samurai, many disobeyed and the result was only death, however, Tamae the nine tailed Yōkai aka "The Goddess of Fortune and Mischief", resurfaced, she knew well of the disaster she caused by cursing Indra and his descendants/sympathizers and sought to manipulate events that would lead to the end of the war.
Throughout the course of the war, Tamae never failed to cease the opportunity to disguise herself as a historical figure, having transformed into countless people of fame or not, her objective was clear - to make the Senju and Uchiha, her performers come to a realization about their petty feud, she did everything she could to unite both clans. Despite of the failures throughout her trial, eventually an Uchiha and Senju came to terms, they are Takumi and Seigirama who would form the first ninja village with the Sarutobi and Hyuuga and in the same manner, others would too, as a matter of fact, Tamae did not see it coming. She was pleased with the outcome, yet was also displeased because, it was not her who manipulated the path for them, the final test that Tamae schemed; a battle between the Emperor's forces against the unity of the four clans. Ultimately, Takumi and Seigirama defeated the Emperor and became the victor, the crafty fox is once again pleased as things were in her favor yet no so much, she never expected the ninja' victory against the forces of the Emperor and concluded that their unity was worth it, or so what the legends would say.
At the end of the war, the four clans settled in the deep forests and distributed the lands of the Emperor that would be known today as the Five Great Nations. The forefathers of Konohagakure are Senju Seigirama, Uchiha Takumi, Sarutobi Kenichi, and Hyuuga Hiruma.
Breakthrough of knowledge was the norm of this era and it is widely known as the revival of culture and the rise of industrialization, some had come to peaceful terms and established close country relations through special programs, specifically known as: S.E.P, the Shinobi Exchange Program (Between Suna and Konoha, at first, other nations followed) while others had not. The Kaminarimon were people of creativity, they were a foreign household from a far away land in the West, and crash landed on the hidden leaf, many leaf citizens were astounded by their alien airship, at first they were held captive by the Hokage's military policemen for questioning, but it was only for a short time, the Kaminarimon presented their gifts to the newly promoted leader, the Third Hokage. From then on, Konoha exploited the resources of Kaminarimon, in the same token, they were happy to serve them as well, these blessings were immediately shared with their blood sworn ally, Suna.
Unfortunately, due to the illegal spread of the Kaminarimon inventions, the second world war broke out.
It all started through a plague while famine was present, a plague that no man could cure during the rising of industrialization; exploding humans and these simultaneous events fanned the flames of the second world war, caused by Kumo. The Cloud desired more of the inventions of the Kaminarimon and in order to attain it, they made use of the Chinioke clan's power, a simple cut creates an exploding human to divert attention while stealing the inventions, at the same time due to the lack of resources and the desire of the Byakugan, the Cloud kidnapped several Hatake and Hyuuga clan members. War was evident, Konoha had no choice but to fight back because of Kumo's constant ambush, the moment the Third Hokage even found out, it was almost too late before a counter was made. Sometime around the war, the Third Hokage was killed in battle, Konoha was left with no choice but to put their hope in a 14 year old Hatake Futaba, who later would become the Fourth Hokage (The greatest Kage in history), ultimately, Futaba lead her country and allies to victory.
After the war, the Shinobi Alliance is formed through Futaba's intervention, and industrialization is legalized in certain nations, most specifically, the Great Five Nations. The second world war was the second most brutal event known in history, till this day, it is widely known as "The Cloud Blood War" as not only ninja, but also Samurai were against each other. The highlight of the war would be the clash of beliefs where people within their respective countries were divided as either were supportive of the industrialization movement or against it.
The present era where world peace seemed to be spreading, and violence is lesser. However, the quantity of Ninja and Samurai had been rapidly declining, perhaps peaceful times has taken its toll on the rigorous warriors, more so, the reliance of the industrialized era's benefits 一 many have turned out to be complacent and rebellious. Although the usage and knowledge of Ninjutsu became user friendly, the essence of its utility is slowly deviating from its original use, as it is mostly now used for industrial labor. Ninja and Samurai alike in these days do not have the same meaning as before. Will this be the herald of the Shinobi life?
The Former Uchiha Hideout, being constructed as an extended land of Konoha
Notice how I made definite changes? Here are the following:
The Senju-Uchiha petty curse of hatred ended with our version of Madara and Hashirama. Which means, the Uchiha will not have a lot of wank. It's resolved now.
The 10 tails is retconned. Instead, we have the 9 Tailed Beasts worshiped as deities. They are buffed, and a Jinchuuriki is possible, and these 9 beings have a human form, they are "gods slash youkai" after all. In a nutshell, I am going full Japan here.
The curse of hatred or should I say, the curse of the fox. Same thing. Indra was cursed to have the sharingan, he's not born with it in this AU, hence we got Uchihas being a cursed clan. In spite of the curse's lifting, the hatred angst part is gone as it ended with our version of Mads and Hashi, but it really depends on how you awaken the sharingan. A blessing or a curse? Take your pick, you can awaken it with positive or negative feelings.
The Uchiha problem is solved. One Mangekyou Sharingan technique per Uchiha, and sharingan is nerfed. It does not allow you to 100% copy and master a technique, instead, an Uchiha must understand it first,in order to replicate and once replicated, it's weaker than the original. The Uchihas are immune to visual genjutsu but not sound genjutsu or any other forms of genjutsu that is not visual. They can, however, break each other out of it by simple sharingan genjutsu cancelling like what Itachi and Sasuke did against Kabuto. The Mangekyou Sharingan still makes you blind, and require EMS to not go blind. DO NOT ASK ME FOR SUCH THINGS unless I deem so.
A truth I like to lay out here. Sharingan is basically a diluted version of the Rinnegan. However, Rinnegan is not obtainable in this RP. I as a GM, is eligible and have every right to use it for plot purposes.
Also, I want some Hyuuga action. We're not getting any reincarnation of the Sage's sons nor the Tenseigan. Trust me, most of us are veteran players, I strongly believe that you all know what are the do's and don'ts.
In all honesty, I think that's what most problems of every Naruto RP. Uchihas and Tailed Beasts. So yeah, I got it covered. What about chakra science, like the scientific ninja tools? They are present, but it won't be a factor here. THINK Legend of Korra. OHH... the setting is definitely in Konoha but that doesn't mean we'll be stuck there.
Our Focus:
Character Development. Be willing to develop characters realistically.
Collaborative Environment. Be willing to share ideas and work together as a team.
Academia System
As per Boruto: Naruto Next Generations, the school system is both advanced yet unfair, IC-wise, our characters will undergo the Ninjutsu Curriculum even after the graduation. That is because, smarts are highly valued by the modern day standard, also to to put up with the modern era, pretty much things are commercialized and cash cowed, your character would be lucky if he or she is from a clan because they teach their techniques for free. Those who do not belong to a clan suffer the short end of the stick with the tuition fees that are high and all, but scholarship takes care of that. To put it this way, the generation today is completely different from the old generation, like how water used to be free, now we burn our money to buy water in spite of the rising price value. I will have the full explanation in the following hider:
As young as five years old, children are sent to the Seigirama Academy. They are nurtured like any other kids, and also being trained as Ninja in the making. By the time the children reach the age of ten, they will be transferred to a higher level of ninja education, which is none other than the Ninjutsu Curriculum. The graduation age is 12 years old, at best 13 years old.
The Ninjutsu Curriculum teaches the general code and ethics of a Shinobi (High School level education) as well as enhance the unique talent of each child, whereas the nurturing stage (ages 5-9) is merely elementary academic equivalent. Pursuing the advanced curriculum is costly, most noble clans are the only one who can afford it. A scholarship is granted if the Principal deems the said students worthy, or have serious financial problems.
After graduation, the Shinobi are eligible of pursuing field of specialties. Forbidden techniques are learned in the adult education, which includes seduction and advancing of techniques as well as Forbidden Ninjutsu Curriculum.

This section is for world building, I'd like to credit Odin and Savato. Upon making Kakumei RP, I remembered the good times we had, this is my way of paying tribute to their works. Clearly, this RP may be the spiritual successor of Naruto: Road to Ninja RP. Most Inner Parts of Konoha, further down the horizon lies the Financial District
With the growing populations there was a call for an economical district, an area rich with skyscrapers, offices and large shopping malls to contrast the small traditional shops in Smalltown. And as a result Moneylanes appeared, funded and constructed by the Kaminarimon Corporation.
The Financial District is located at the inner most parts of the village, as seen in the picture, it indeed depicts the busy life of Konoha Citizens.
The small and bustling streets offer many shops, many of which are owned by the noble families. Some of the stores are catered to Shinobi, such as Kaminarimon's Shinobi Superstore - Buy your senbon launcher today, and get a 50% discount! Ahem. Yes, there's plenty of commercials and hanging boards everywhere - a hazard for shinobi who are looking to get around the financial district quickly by jumping above the streets. Besides the obvious financially aimed buildings located in skyscrapers and covered shopping malls, there's some noteworthy buildings here such as the Red Sands Opera and Theater, located in the Southeast of the district.
Notable Places
Kaminarimon Corporation is the collection name for a very large amount of companies and stores owned and managed by the Kaminarimon family and clan. Their main business consists of construction work, which has come to be due to the illustrious connections Suou Kaminarimon has with the underworld of Konohagakure and other villages, Haibara included. With these ties he can secure contracts that would otherwise go to other building companies that offer much, much lower prices, but who are now scared to offer their services when Kaminarimon people are involved - because where there's a Kaminarimon construction worker, there's a Haibara member not much further away.
This theatre is located in the Southeast area of the Financial district, in front of a nice looking fountain. History of the theatre and operahouse revolve around the Red Sands troupe, a travelling band of 'circus people' from many villages, particularly its founder, Tatsumi who originated from Sunagakure. Over the years this theatre changed from a grounds for the circus into a wealthy looking theatre. Despite appearances, tickets are quite affordable given Tatsumi's somewhat generous stance to those interested in his shows. Shows are diverse and change often, although mostly they revolve around traditional plays and music.
The spirit of enforcement is still alive in this current incarnation of Uchiha and now extended its force to different clans. The doors to their compound are always open 24 hours for any villager or shinobi who wishes to report crimes or make a complaint. Near the compound entrance, there is a kouban (police box) where there are enforcement officers ready at hand to lend assistance. For those who wish to go deeper into the compound, visitors are to check in their name, their purpose for visiting, and provide their ID.
Throughout the compound, there are kouban placed. 2-3 members of the Police force are assigned per kouban (the one at the compound entrance has 6). Generally, their duties are to give out directions and maps, taking in reports of lost and found items, and reacting accordingly to crime reports (theft, assault, kidnapping, etc.) These kouban are blue and white in color and have an Uchiha fan adorned at the top.
H A I B A R A
It's core members, it's leader in the middle. Of course, the main villains of the story. The very group that believes in the teachings of the truth. Haibara detests the current ways of society; so to say, they are the old order of Shinobi and Samurai who did not abandon the old ways. Scattered on the face of the ninja world, Haibara are basically everywhere, gathering followers who do as well hates the current system of society, they will gather their forces and kill those wannabe ninjas/samurais but spare those who are deemed worthy.
The Rules
Graduating Student (10-12 years old). They will be promoted to Genin at the end of the first arc. Calm down and do not worry!
Monopolization of present clans. I don't want custom clan creations. Please give depth to the pre-existing clans like Hatake etc.
I want a good backstory. It's okay to take inspiration of your favorite characters, just don't outright copy them.
Time and Effort. Don't do long ass collabs without my permission. I can let you scott free if it is: Birthdays, Family Issues, School Issues. I am generous enough to temporarily close the RP on holidays and special occasions.
Characterization. Show me why your character is this and that, and their motivations.
Write decently. Our English is not perfect, but please show effort.
I won't further elaborate the do's and don'ts of every Naruto RP. I expect most of you who will be joining, already knows of it. I will reinforce if things are out of hand.
3 Prodigies. I will have it as 1 prodigy per team. I don't want exact copies of Sasuke and Neji.

P.S We live under the 6th Hokage's era. This is a Naruto AU, and with my Uchiha fetish, the current Hokage is an Uchiha. We live under an era where even though its peaceful, illegal activities are high af.
"Celestial Wizard?! Oh how it is an honor to meet you, Maya." She exclaimed as she was startled. Merry paused for a short while and her expression showed surprise, of all Mages throughout the world, Celestial Mages still exist. "That's amazing! Back at my country, one of the 12 Spriggans which by the way is the equivalent of your 10 Great Wizard Saints happened to be a Celestial Wizard too... I never thought I get to meet another one. Ehhahahaha... yeah consider it in my authority breaching powers, I am now a Fairy Tail member hahahaha." The last part was sarcastic, she knew better than just forcing herself to break a process.
Having heard what Maya just said to her, Merry breathed heavily out a sigh to shrug off whatever emotion she felt from the Celestial Mage. The train station was jam packed like sardines and Merry noticed how poor the shy fellow's social skill was perhaps he was trying to get tickets? Quickly she turned back to Maya and this time with her composure regained. "I'm a Devil Slayer, I exorcise demons." Merry said with great pride like as if it's a profession.
"You know...I could get us First Class slash VIP tickets and bypass the long line with my authority to make things faster. If it's tickets that your friend is trying to get, I can get them in no time. No offense but the first thing that anyone in my shoes with such power would do is assert it! HAHAAHAHA!"
Merry decided then to follow, the shy fine young man looked like an interesting catch, since he knows where Hargeon is, she might as well follow which she did. "Young man, I bet you know where we are going since I have an eating competition to catch, based on what I read, the reward is hidden." She replied in a commanding manner to the shy young man, in the same token, she could not keep up to his speed.
Since he moved faster than a normal Mage, Merry all the more the merrier had her curiosity raised. What type of magic does this shy young man have? No Mage can move at such speeds unless they have rigorous training like the Rune Knights for one and the likes of the Spriggan 12 back at home. "Fairy Tail Mage." Referring to the shyman's female companion. "Forgive me for sounding too commanding, by the way I'm Merry Alvarez, Princess of The Alvarez Empire. I had a lot of questions in my plate. Firstly, I don't suppose a Princess like me joining Fairy Tail wouldn't hurt, secondly your friend, I never seen such remarkable speed. What in the world is he?" @Noxxis@Renny
When the world was still young, angels and demons fought for control over it. These spirit forces did battle on the plains of existence ravaging the land they coveted greatly. The mortals of Elegos caught in between this great war, were powerless to defend themselves, much less the home given to them by the Universe. Celestial years passed by with no end in sight for the abuse of the world and its inhabitants. All life feared the planet's imminent destruction.
Before an irreparable wrong could be accomplished to the planet, Elegos herself used her life-force and empowered 10 mortals, individuals who were to represent all life on Elegos, to take part in this great war and end it once and for all time. The 10 mortals, from then onward known as the Arbitrators of the Elements gathered together and united their powers completely wiping out all of the spirit forces that waged this terrible battle. Soon thereafter Elegos appointed 2 individuals known as the Celestial Guardians and tasked them to watch over the 2 gates that connected the spirit realm to the physical planes.
Since then eons have passed. The tale of the Great War and the legend of the Arbitrators are now passed on to children as bedtime stories. Parents regale this story to them so that they may come to appreciate how precious life really is. However it now seems legend will become reality...

The Meaning behind this phrase is that Story itself is ever changing, as what you have your character could Literally either destroy the world, or save it. Even the smallest decision will effect the Story much later on, so be careful, the World will fight back.
Heck, you might end up being the Most Evil person in the world. Who knows? It's up to You the Player.
