Uh... Well, let's see here, shall we?

First off... That personality is SUUUUPER bare-bones right there. Need more fleshing out on that.
History... Well, if you're going to say that he won't say anything about them, then proceed to make an offhanded comment about what actually happened... Some kinda disjoint there. Also, there's no reasoning for his abilities thereafter. i'm assuming this is an original world, so yeah.
Abilities... I don't know if someone can become adept at multiple weapons by the age of 19 and be picked up by a bunch of assassins and trained without any logical reason behind it.

I can't say much else because there's not much substance to talk about in the first place.
Koji's internal worries quickly turned to indignation as he was all at once ridiculed, mocked, and reprimanded. What, could they not see that he clearly had the skill to back up his claims? Even IF that was sheer luck just now...

But that last comment from a bystander really... IRKED him. And, honestly? While the man in green and the girl from earlier were perfectly fine with him, the other two... Well, needless to say, their first impressions weren't exactly the most helpful. After all, how could insulting the future leader of the group lead to anything GOOD? Even he had that much common sense!

"...Hrmph. Well, before I can address any of your issues, I must turn in my contract! Leave me at peace as I mull this over, else I make a choice that ruins us all equally!"

Pulling his mask over his face to hide it, Koji moved to hand in the paperwork at the front desk, almost beginning another one of his usual dialogues before someone entered and cleared their throat... Quite loudly. Half annoyed at being interrupted AGAIN for no good reason, Koji silently thanked the receptionist instead of launching into another lengthy spiel before turning to face the source of the interruption. What he was met with, however, was beyond what he could have imagined.

Someone with a sense of grandeur almost as big as his own! Truly, this must have been a fate ordained by the gods! After all, who could understand him better than someone cut from the same cloth? Completely ignoring the annoying demon woman who had chosen to off him just a few moments earlier, Koji, his face now much less red, approached the self-proclaimed summoner with a smile on his face.

"If I may, madam, but surely you may find such an invitation from one such as I! Yes, I know the pain of being ignored as you have far too well, so I shall extend my hand in aid. Let this be my request to you, from whom I know naught but a name; join me in my journey across these perilous lands!"
Well, I think that with their char being the focus of their attention right now, moving without an action from them isn't necessarily an option quite yet.
So, uh...
'bout those posts...
I shouldn't HAVE to define the limits outright, though; most of the time, I leave the initial balancing to the RPer, who I should hope has a general idea of the amount of power a character should have access to in relation to every other character within. If I deem it substantially stronger in comparison to the baseline of the RP, then I'll intervene and request a change... Like I'm doing now.
I'll leave it to YOU to determine the strength that should be okay for this scenario, mainly because I don't like being overbearing as a GM. As of right now, though? The limits are so loosely defined that they become VERY powerful, even if that may not be the case. So, uh... Yeah. Define better and tone it down better.

And, to be honest? Running checks by me over and over again gets repetitive, and I shouldn't have to do that. If there are guidelines in place that you set yourself, I should expect you to follow them... For the most part.
Well, let me address the reasoning behind my stance, then.

Characters that would have otherwise had abilities beyond what I'd consider 'balanced' for the purposes of the RP have had their abilities toned down for a reason. What matters is not the person's own actions in most cases, but rather the fact that they have access to them in the first place. Furthermore, being able to quite literally generate items for convenience's sake out of thin air may as well end everything. You don't always need heavy firepower to take out a problem, but being able to create a MacGuffin when prompted is about at trivializing as it comes.

Also, characters can be themselves without having limitless power that their source series gives them. I never said she wasn't okay, but that her power as it stands was much too powerful for the RP, and not just in the straightforward damage sense.
The 13th Hierarchical City of Kagutsuchi- Chaos in the Streets

Relius frowned as the delinquent took Ignis' attack head-on, seemingly unfazed by the fact that her hands were now embedded in his body. Was the boy on some sort of pain-dulling medicines or something? That was a logical explanation for his brickheaded action to take the hit just now, but there would be time to muse over that later.

Before Ignis could try to pull back, the puppet was hit dead-center with a punch that was much stronger than the puppeteer had expected it to be. The doll seemed to recoil, but showed no sign of any lasting mark. Relius shook his head and flicked his wrist upwards, causing Ignis to launch Alex into the air. Kicking off the ground, Relius moved to follow, a claw-like mechanical appendage extending from his back attempting to stab him from above.

"Noble. Stupid, but noble. Children like you are the reason why the death rates are so high recently. Honestly..."

The situation with Arakune and the three magical girls, on the other hand, was a bit more... Chaotic.
Well, considering half the street was on fire and the other half of it was covered in bug guts, then yes, it would be chaotic. Arakune had been slipping about, constantly creating more and more insects as it drew closer to the girls that were NOT lighting the entire street up in flames.

"...e Azure! Y... not... it, but... close! Give! M... kn... ge... ob... Azure! Po... r! AZURE!"
The erratic dialogue that seemed to be screeching out like some demented banshee seemed to be coming from all over the street at once, but the source soon made itself clear. With a sudden leap, the blob-like creature lunged at the two girls from behind, spinning around with blade-like appendages protruding from its mass.

Unknown City, Somewhere in the U.S.- To Base

Chris watched as only the doll and the giant dog... Wolf... Thing... Decided to take up the offer of riding in the van. He didn't exactly understand why those two had decided to do as such, but they probably had their... own reasons. Like that blade-girl's giant sawblade-motorbike thing.
...

"Okay. That's it. I'm going to need an aspirin and some rest when we get back to base," he sighed, shaking his head before taking control of the mounted gun once more.

"Yeah, you and me both. Well, whatever. Trip back's gonna be 'bout an hour or two if we're lucky," Aaron stated, nodding his head in agreement as the vehicle began to rumble and move down the road at a decent past, crushing the corpses that were strewn all over the place.

"I... Guess I can assume you've got your own way to follow us or something. Mind telling us why you were all here in the first place, though? You don't usually see giant men with giant wolves swinging around swords around here, y'know? Or, well... Girls that can... Actually, I'm not even going to try describing that."
Well, since I didn't get any responses from clanjos, I'll move both BlazBlue and RE along. One moment, please.

Edit: Rin needs to move before KKSS can move along.
So, uh...
I think @VarionusNW and @Vee need to post for the scene to move a bit. Just my two cents.
@ACHTUNG: Okay, while the character is fine, her abilities are... Absurdly broken as they stand. There needs to be a limit on them; at least, for the moment.

@PaulHaynek: Well, if clanjos doesn't move by tonight, I'll push the scene along regardless.
Along with RE for those involved in that, ofc.
