Natural/Racial Abilities: Ki Psychometry: Given a sample of organic matter, Billy can feel trace ki left over from the material's owner. Once registered, she can feel the presence of the being in question, including its general location and distance(in relation to herself).
This power can also be applied to those she has fed from, though unless she was paying particular attention when doing so, she might not remember exactly how their ki felt.
Ki Channeling: A basic use of ki, by channeling her energy into particular parts of her body, she can strengthen them. Including enhancing her senses when necessary.
Astral Self: A less basic use of ki, and something Billy has not encountered outside of herself. Billy can emit ki constructs from her body. Typically they take the shape of hands, but their exact shape and nature is limited only by her imagination and concentration(hands are the easiest, as she's used to controlling hands). The constructs are anchored to her spirit, and cannot leave her body. If severed, they will simply dissolve, and she can also dispel them at will.
If something is capable of grabbing or latching onto them, however, they can be pulled away from her. This takes a great deal of her ki away all at once, and hurts tremendously.

Appearance: A somewhat slight girl, she has short dyed black hair, and wild eyes. She’s often smiling, and has the long “fangs” that are common among vampires. Billy usually dresses in a goth/punk manner(some days more than others).
Personality: Though she's just getting out of a post-breakup funk, under usual circumstances she is surprisingly friendly, given her appearance and demeanor.
Billy is generous, she’s the type to buy you tickets to a concert to make sure that you get a chance to go(and to make sure that she doesn’t go alone). She makes friends quickly, and is often quite persistent about keeping in touch.
She refuses to be stepped on, and sometimes this makes her come off either rude or aggressive, and she doesn’t like to see others victimized either. She’s a fierce friend, but if you betray her it’s almost impossible to get back in her good books.

History: Von Hessen is an old family of aristocrats from Germany, and it is also a high end hair salon in South Minks. Though the latter is much more relevant to Billy, she does have a distant relation to royalty. The von Hessen hair salon, however, is owned and operated by her father, Wilhelm von Hessen(for whom she is named).
Billy's great-grandfather fled Germany. A vampire in a time when meta-humans were all but unknown, he feared discovery and experimentation under Nazi rule. In America, he set up a knife making company, which grew to some success. Over the years it expanded into other bladed instruments, including hair cutting shears.
Billy's father, in turn leveraged the name to carve out a niche in the artistic world of hair cutting. Unlike his own father and grandfather, Wilhelm did not need to contend with discrimination against him for his being a vampire(at least, not on the same level); in fact, it seemed to give him a kind of glamour that helped spread his work both in Anepool and across the web.
He named his daughter after himself, though he and his wife Isabel call her Mina for short. She didn't adopt the nickname 'Billy' until she was older. She grew up as one might expect; unusually well groomed for a child, nice clothes, a smart phone at way too young of an age. For a lot of her childhood she was dressed like a pretty preppy princess.
Both her current look and her preferred name came from a girl she met in Freshman year of high school. Georgina, who goes by Georgie, originally bonded with Billy because they both had unusual names, but the two took to each other very quickly. Before long they were dating, and as cute as the pretty pink princess was next to her goth girlfriend, soon Billy shaved off her hair, and started dressing more alternative. Billy thought her dad would be mad, but he mostly expressed regret that she didn't ask him to cut her hair.
Georgie was the first person outside of family that Billy fed off of. It happened at homecoming of Sophomore year, and Billy's parents were ecstatic. Georgie's were horrified. They had already been unhappy with everything from their daughter's look to her sexuality, but letting this
monster drink from her precious soul? That was unthinkable.
Georgie was shipped off to some boarding school in Utah, and Billy was alone and devastated.
Anepool Academy had actually already accepted Billy; her father had applied on her behalf when she left middle school, but Billy had declined in favor of sticking with her friends. Though she still has friends at her old school, the thought of going back without Georgie gave her the depression. Saying that she simply wanted to be around people who were more like herself, she finally agreed to attend in her Junior year.
Anything else?Wilhelm von Hessen is a celebrity in the cosmetology world(though not particularly well known otherwise) and is moderately wealthy. As a result, Billy has a healthy allowance, and his old sports car.
Her grandfather once told her that she was forty-third in line for the Prussian throne. She doesn't know if this is true, or if the line of succession has changed since then.
Though she's only dated one girl, she is bisexual.
