I think keeping him as "the criminal Batman" motif is important, as are all of the gadgets and watnot. Maybe make him a former contract killer in the vein of Black Spider?

Always liked this since it was introduced to me as a concept.

He took a full-on punch from Colossus. He knocked out a Super(?) Tyrannosaurus Rex in the Savage Lands with a single punch while he was holding back.And that's just off the top of my head. His feats are stupid powerful for Street-Level. Then again Iron Fist is somehow considered street level. I wasn't including stuff like that, only adjectives.


Spidey's city level if only for his mobility due to web-slinging, I'd say.
