If you use the argument that Vowzra is the God of Time, and therefore he decides when it's time to die, you're setting a precedent that eventually may lead to Vowzra being capable of deciding ANYTHING about mortal's lives- cause deciding their death means he's in charge of deciding their timeline, which means he is in charge of everything that happens to every mortal. I know you would never abuse this power, but I still see such a situation as something to be avoided if possible.
Besides, I feel like Reathos's domain is more closely linked to the DEATH of mortals than Vowzra's is, so thus he should decide. In a situation like this, its best to go with the one that's closer. Both domains may influence when someone goes, but ultimately Time is not as close to mortal's death as... well, Death is.
