I never said they couldn't be a part of your military, they would just be very uncomfortable serving under those who may remind them of the Orruks and that they are a more peaceful race. They would probably have low morale of anything else. Also, if you wanted an elite unit for them then use their Askari riders. Just think of Choccabos(?) from Final Fantasy that were larger and more aggressive.

@AristoThe Dwarfs have a long standing hatred of Orcs and have a dislike (but not a hatred) of Elves and Vampires.
The Dwarfs think of Yore as arrogant upstarts for someone who thinks they've been around awhile even though the Dwarfs were here when they were young. Though the Dwarfs do see the Empire's stubbornness as something to admire.
If @Supreme Commander has other opinions I'm willing to hear them though.
