Edited the OP to allow for the use of separate Single-Player characters independent from a nation. These independent Single Characters cannot do Warplans, but can help acquire assets that make others' Warplans more effective.

Still pondering it, but I think that if you do succeed, it'll be in a few posting rounds, and you can only field a few hundred.
@Zendrelax, actually, there's one other restriction; you can have Ansei, but you can't have them be near the power of the Ancient Yokudan sword-singers.
Well, there are Meta-Healers and such...
Those are covered too, although some people grumble at Metas with multiple eyes and sets of teeth.
