No limit; have as many characters as you can support. Once or twice every posting round; sadly, the pace has slowed so it's hard to get a full round in one week.

But I want to get things done faster, so once per week if you can.

@Rin, well, we do discussion in the OOC Discussion Discord; the OOC is best used for posting WIP CSes or ideas too large for a Discord message, as well as advertising for people to come. Also approving CSes and also giving detailed criticism on them.
