Not on purpose. His method of traveling is very imprecise. He just rips open a wormhole between dimensions.
Wouldn't that be dimension hopping, just with dimensions having different points in time?

Nope. That was his first time encountering another Tier Four, though that's not what he knew them as. He's been traveling for ages, but never met someone else who could.
And time travel was something he already did?
