@JuliusCaesar Interplanetary space travel has been a thing for three centuries, so yes, common :P

As for general technology, the Garden Civilizations have differing levels of tech, some more advanced then others. Most(with a few exceptions)Non-Garden Nations are pretty much rugged and primitive, comparable to third world nations.

@Ozerath I like the sound of it, and having thinking about it. I take back what I said, thinking it, all the moons, living and non-living do have an overall connection and it would probably make sense to have an offshoot or two of another species developing on another Garden World.
@Ozerath Hmm, well, for the offshoot route to be possible, they would probably need to share the same homeworld as humanity. Unless @ONL changed his mind, he is possibly going to play play humanity's homeworld.

Although I'm sure something can be arranged. And if not, the second idea for the Concordat is also a good route to take.

If you were to chose the former, you would be the "main" human player, as in having control of their homeworld in the setting. Offworld human groups, factions and such being derived from your nation, either as exiles or whatever else one could think of.
