The thing to keep in mind about villains is that they fall under the discretion of the parent character. So for example anyone applying to be Joker would have to get Henry's go-ahead. A Lex Luthor would need the Superman's Player's and so on and so forth.

I think it's a little different in the confines of an RPG rather than a larger than life universe that spans dozens of different books n' such. Diversification is one of the vital parts of roleplaying in my experience. I mean, can you expect to storm the level 20 dungeon without a thief for critical backstabbing damage and a healer to make sure your tank doesn't go down after a dragon claw to the face?

Granted I don't know how many times people will gather up in this, so maybe I'm just thinking too much like a tabletop-er.
