1. Yes. Due to the fact that it is still a space, things can be assigned a location relative to other things. And observe just means to keep track of. If you enter with clothes on, because you expect them to be there they won't dissappear. Likewise the same applies to an object that is brought with. If it's left behind however, the object is no longer expected to exist by something capable of observing it and breaks down in short time.

In short, non-dimensional doesn't mean non-locational, as it can still be located. You just have no mathematical way of determining it's location is all. And one observes things in the way they're most comfortable. If it's through sight, then they'll "see" the object. It's the same with any other form of perception.

2. The object ceases to exist, the sentient entity will have other problems if it stays unconscious for too long, be it gradual deterioration or other influences. I'll go back and make that clearer.
So this conscious non-dimensional entity thing sounds like the Memeovore. And that's awesome.

But in short, it is a void like plane where things can can only exist as mental summaries of their existence (ie. as thoughts and concepts) due to the lack of even a single dimension in which matter can exist. Because of this there is also no concept of "direction" in that void and one will just randomly start appearing in subsequent nearby locations when they move. If a non-sentient object is not observed, accounted for, or otherwise expected to exist by a sentient entity that also enters non-dimensional space at around the same time, it will cease to exist. Likewise, should a sentient entity fall unconscious or leave without taking the object with them, the object will also cease to exist.

Nondimensional Entity.

Even though Flicker's body retains most of the traits and weaknesses of a human form, it is in reality made up of her own conscious will. This is what allows her to manifest her abilitie(s) without major consiquince and slip between dimensional and non dimensional space, since her will only requires space itself to exist. She cannot however slip up into anything higher then the third dimension, since she still considers herself to be mostly human and as such she still has the perception and cognitive limits of one.
