Sven: It never happens, but if the group's presence is causing harm to people not affiliated with that group, then yes. It's a policy never actually implemented in any cases, because of a particular subclause that mentions law enforcement rectifying situations and such. But yes, they can.

Waternaux hate the idea of being under a "foreign" government. If they wanted to live in the Alliance, they would have done that. But they chose the slightly more fast paced and luxurious lifestyle Waternaux provided. Their loyalty to an IA-run government was never destined to be high, so a terrorist attack as an outcry against the "occupation" is entirely feasible. Like I said, clever. Not game changing.
