I think that third ability is whenever she's supposed to get a feat, she gets an ability instead but gets an ability instead and when she's supposed to get an ability at that level she gets a feat instead.

So like, at level 4, 6 and 8 she gains an ability but at level 5, 7 and 9 when you're supposed to get one she gets a feat instead

About your character, even though I don't make a point of reviewing WIPs, here are my opinions about her abilities.

1 - This one is ok. I actually like it very much.

2 - Too strong as it stands. Limit that to any ability used within the previous Round and in said range, that she has means of using (can't use melee strikes with ranged weapons, or mage spells with occupied hands, abilities that require an avatar feature she doesn't have, etc...), for a more balanced skill. Also, fix that cooldown to 01 Round, since that's what 02 Actions are.

3 - The one that's uncrossed is a huge no. It's beyond OP (you can't end the RP with 09 Abilities while everyone else has 06; loss of feats doesn't compensate the gain of abilities under any circumstances). The crossed one is ok, though.

@Lucius Cypher & @TheWindel need to take a look at it as well. I'll be waiting for their replies.

Level 1 – Default level
Level 2 – 10,000 EXP
Level 3 – 20,000 EXP
Level 4 – 40,000 EXP
Level 5 – 80,000 EXP
Level 6 – 200,000 EXP
Level 7 – 500,000 EXP
Level 8 – 750,000 EXP
Level 9 – 1,000,000 EXP
Total: 27,000,000 EXP spent on leveling up alone.

Just checking this, but I think you added a zero and something else, because my total came to 2.6 Million EXP for the total.
