Anaru has been having a rough time, what with the whole mass destruction of his navy crew, and also he held that child that fell infront of him that one time, and everyone got mad- AGH! @Hillan 's memes are contagious!

Xerxes does, but Rayne could care less about anyone right now, he about to die. (He a savage, he can control his feelings fine) If he happens to escape, and Anaru gets in his way, he had a plan to defeat him. He went through a bunch of battle simulations in his head to pass the time, got counters for all the Marines he fought on the Islands. Only Ardian, Zepp and Freya are unknowns to him.

He successfully mutinied, stole a ship, and stole a devil fruit. The navy's failure is now more public, so they would want to do whatever it takes to keep it under wraps. He was also at the Loguetown conflict, so combining those two factors it makes sense for the Navy to increase his bounty to that amount. We talked about it and thought it made sense.

But I mean, higher than his Captain's, by such an amount? Arlong suck the ship of a Rear Admiral (And it didn't seem like a big deal to him.) And his bounty was what, 25 Mil?

Not that the bounties actually matter, but 75 seems excessive this early in the grandline.

It is typical of the Navy and the World Government to overreact to slights toward them. And to be fair, the use of an early bounty is sorta moot. Brownbeard had a bounty of 80,060,000, and he had less of an impact than Arlong did. Arlong also bribed marines and kept a low profile on purpose to avoid attracting Jinbe's attention. He had the strength of a bounty of 100 million, but his real world threat was much less than that. He stayed in a small village and basically only picked on them. Bounties are signs more of threats than strength.

You are correct. It is about perceived strength, rather than actual strength, but, like I said, a crew of 100+ Mil on the third Island of the grandline does seem excessive. Like 'You'll be having Marines, bounty hunters and other pirates hounding you forever'-excessive.

But hey, I was only after the reasoning for the high bounty.
