Excellent. This is what I call a variety, we need characters who aren't just powers and I'm not saying our friends here are that. I would like to see her flesh out in the IC before I even give a full analysis and review. With the Father being part of the USA military, I would love to see a character arc. I would make it a gag that everyone knows and loves messbrain the author and doesn't know THAT BELL WROTES EM!' and is messbrain.

Powers:
Good enough to place it at level 4. Though I personally see it stronger than your level average for a 4. I have no problems with. Be sure to tell me and Suku or even Crimmy to what she can do fully. Why? Cuz Crimmy is one of the smartest person when it comes to Raildex.

Nobody should spam a level 4 right now. I am forbidding upcoming CSs that is a level 4 Esper. We need progress not instant noodles to reach a certain level.
I encourage creating mages too.

Thank you for the review, it was unexpected but very much appreciated! regarding Bell's level I can bring her down to a 3 for maybe on the cusp of 4, I felt that she was going to be somewhat on the low end of lvl 4(if that makes sense) so being a 3 won't change much. I will change the cs to reflect that.

There's only fifty of them, yeah, but a limit'd work to show off how rare they are (also it'd be weird having so many of them in one spot; Kamisato having two on his team was already weird).

Do you know about the Level 5 espers? My, my, this isn't some gaming production thing; they're the people who stand at the top of the six-tier hierarchy amongst our 2.3 million residents! The pyramid in the vast desert of Level 0s!

So, are the Level 5s standing at the pinnacle of the pyramid? That's just a wrong conclusion that you made. Those who stand at the pinnacle of the pyramid are Level 3s! The birds who are gracefully flying through the sky are Level 4s, and though they fly through the air freely most of the time, there are situations where they fall into a sandstorm when wind blows. Far above this chaotic situation that can't be seen, located high up in the sky, are the Level 5s.

"Accelerator", "Dark Matter", "Railgun", "Meltdowner", "Mental Out", "Eh, who's that Number Six...? Well, forget about it", "Hm, that Number Seven who's said to be really powerful"... Such a group of people are like the stars in the Big Dipper: so high above that we can't reach them.

Given the high control that Bell has, Level 4 works fine. She's definitely got more research potential than Naru's Level 3 Psychokinesis in canon, but she's definitely nowhere near the power of the Qiongqi Coffin.

Aero Hand at Level 4 can launch a giant roobot into the upper atmosphere while exhausted, although Kongou's power is more brunt force air ejection than any fine control.

By flip a car, do you mean being able to spin a car around in the air with constant application of her power? That seems in line with her finne control.

Also, on a side note: @banjoanjo have fun with your city of the future in your French exam.

I was think more long the lines of just causing it to do a flip before crashing down, but what you said sounds awesome. So yeah she can do that! Also I've been looking around for ideas and I came to the conclusion that telekinesis can be crazy strong.
