My guess would be some time in the early morning. It would be whatever time it was in Kenya when the farmer died plus six hours. We know it was after midnight when that happened and still dark, so now it's probably some time between six and eleven in the morning.
Rio was situated in one of the base's few science labs, analyzing samples taken from the kaiju that had attacked her home several months ago. She was comparing them against samples taken from other normal-sized animals, trying to find any matches or similarities, but so far her search had proved fruitless. Thin glass slides were scattered around the tabletop (the lab tables were all too high for her to reach since she was confined to a wheelchair, and thus she was forced to settle for a low desk off to the side) each labeled with different names. J. Giant Salamander, C. Giant Salamander, P. Giant Salamander, Okinawan Newt, Fire Belly Newt… So far, Rio hadn't found anything to suggest that the kaiju was more than superficially similar to known species.

Drawing her face away from the microscope, Rio put an elbow on the table and dropped her chin into her hand, giving out a sigh. She'd only been at the base for a few uneventful weeks, and had been given freedom to conduct herself however she saw fit. She'd been told to research "anything useful" when she arrived. It was clear from then that the White Gloves weren't the most organized group and they were still working on a touch-and-go basis… but then again, weren't they all? No one had been the least bit prepared when sci-fi monsters crawled out of the sea.

"All personnel, please report to the briefing room. We seem to have a situation developing in Eastern Africa."

Rio jumped at Col. Van Eyck's voice reverberating around the room. Did that… mean her too, or was it just those combat-ready? Shaking her head, she chastised herself. Of course it meant her too. If he'd wanted only combat personnel, he would've said so, right? Right… probably. Well, better to be safe than sorry, she decided, still unsure. Rio set about to cleaning up her station as quickly as she could and then made her way out the door. Navigating the base was easy enough – she'd yet to run into any stairs yet, thank heavens – and she began making the necessary turns towards the briefing room.

It wasn't long before she had to slow down, finding herself behind a group of rather… rowdy men. Rio could smell a hint of alcohol staining the air around them. The base was small enough that Rio could at least recognize most people, but looking at the men in front of her, she found them all unfamiliar. She'd heard rumors of some private contractors signing on with the White Gloves. Maybe this was them? Probably, she decided.

Rio continued behind them (at a greater distance than was probably necessary) as they walked towards the briefing room.

Personality: Rio is a sweet, but shy girl. She's on the quieter side, preferring to let others talk instead, and often lacks the confidence to voice her own opinions. In spite of this – or perhaps because of it – Rio has excellent diplomatic skills, and knows how to say something without ruffling anyone's feathers. This skill can be used for manipulation as well, but Rio usually lacks the stomach for that. She has a tendency to overthink things, and while she knows it's often wiser to look before you leap and weigh your options, Rio worries that sometimes she takes it too far. She suffers from depression and near constant pain, though she tries to keep up appearances. Rio's a private person and tends to be slow when it comes to letting other people in, but she'll always lend a sympathetic ear if need be.

Brief Bio: Rio was born in Okinawa, and is full-blooded Ryukyuan. She grew up playing with various American children who lived on a nearby-military base, and overall was a very bright and compassionate child, if a bit shy. After graduating high school, Rio was accepted to the prestigious University of Tokyo. Her parents were very proud of course, and Rio was practically glowing when she got off of the plane in Tokyo. Her excitement was short-lived though, as she often felt ostracized and isolated by her peers due to her thick Okinawan accent. She was miserable and lonely, and was so desperate to go back home that she finished her six-year professional degree a year early. Since then, Rio's been quieter than ever, overly conscious of how she talks and what she says.
She'd only been home for a few months when the kaiju attacked Naha. Her family had been in town that day, celebrating her mother's birthday. They were in a restaurant, deciding whether or not they should get dessert even though they knew there was cake at the house, when the impossible crawled out of the sea and brought destruction to their little island home. Rio was paralyzed from the waist-down when a metal support beam fell on her. Her parents didn't make it. She woke up two weeks later in a hospital bed.
Broken in every sense of the word, she was given pills for her pain, pills for her depression, pills for… well, just about everything, it seemed. Rio knew she was wasting away in both body and spirit, but she couldn't find it in herself to care. The doctors said it was unlikely, but possible for her to walk again if she went through physical therapy, but honestly, she didn't see the point. When she was finally released from the hospital she'd just about given up – that is, until she saw an ad for the White Gloves on TV. Then it was like a switch flipped inside of her. She could help. She could have a purpose. Rio saw a chance to help prevent what happened to her happen to anyone else. It was a long shot, but it was the only chance Rio saw to make something of herself. She's been with the White Gloves ever since.

Casual Clothing: Wes has always been unconcerned with his clothes. He wears a simple white shirt, a pair of old, faded jeans, and sneakers. He always keeps a pair of fingerless black gloves on.

Uniform: Wes' uniform isn't all that different from his casual wear – he'll put on a black leather jacket (the nicest thing he owns) or if it's too warm for that, a purple polo shirt.

Backstory: Wesley "Wes" Toma was born an only child to a single, teenaged mom in Mauville. His home life growing up was not a happy one. His mother's parents kicked her out after they discovered the pregnancy, forcing the two of them to struggle on their own. For a teenaged girl trying to manage a job without a high school education while raising a child, life was a stressful and frustrating thing. She often took those frustrations out on Wes in the form of acid words and biting, blaming looks.

And so Wes grew up independent and withdrawn. He was a brilliant, hard working boy, but seemed detached from the people around him. When he was twelve years old he learned about Lumi Academy, a prestigious boarding school at the edge of the region. From then on he was determined to attend the academy in the hopes of escaping his situation. He applied himself more than ever in class and got multiple jobs – since his mom certainly wouldn't be paying for it.

When he was sixteen, he was accepted with a hefty scholarship to help out. At Lumi he's a hardworking student in the top tier of most of his classes. But he never quite grew out of his introverted nature, and still holds himself apart from his peers. Wes is eighteen now, nearing the end of his schooling. But as graduation grows closer he finds a new stress bubbling up inside of him. Because while Wes excels in almost all his subjects, he still has no idea what he wants to do with his life besides "escape".

Meh, RWBY in general requires a certain level of suspension of belief. Unless the GMs have an issue, I'm pretty content saying Nahbi just got hella lucky. The island thing is a legitimate concern though. I'll edit the post later to take that into account.
