@Asura Dance of the Seedling Fern is probably closer to S rank. If you want to have this, you'll have to add a description next to it that states how far the area is they can cover in these bones. Cause in the anime, it literally covers miles iirc.

For the rest, I think they're ok. Obviously your character isn't Kimimaro - and as a result, obviously the techniques would be of a more.. understandable power level. As long as you use logic I don't have a problem besides the Seedling Fern thing.

The Uchiha are just 'a regular clan' at this point. They're powerful, sure, but the Hyuga and Sarutobi are more powerful. I doubt the Uchiha hold the police, or if there is even a police. I think the shinobi themselves would count as police.

There'll be plenty of mystery missions as you're used to with us.

I find neither of them particularly appealing and find the clans story to be rather cliché, to be honest. If anything, I liked Madara. Mostly because he makes a lot of sense to me, and he said some sensible things.

I prefer the Hyuga.

@Bishop Just because you can't use them doesn't mean you don't have them. Everyone has 5 natures. But you are more inclined to 1 nature, and then a second, and then a third, and then a fourth, and then a fourth. Now consider that most people only ever unlock 3 of them during their lifetime.

Therefore, it's very impressive that Hiruzen managed to use all 5 at a master level.

@Hillan It's about mastery yes. But, also, I think Kakashi can only copy them. I.e. if he sees someone do a water jutsu, he couldn't later go 'oh I remember this' and just come up with the same jutsu somehow.

Besides, everyone has all five chakra natures, it just takes a lot of skill to use all five (i.e. to the point where someone that uses all five is revered as God Shinobi.. point in case, Hiruzen.)
