Yeah pretty much. They may have more knowledge due to their existence and ability to move into different dimensions at will as well as unusual powers in lower dimensions, but they're far from all powerful. Think Pennywise type beings that may or may not be able to come back after "death" depending on their level of existence.
You theoretically could, but it would end up amounting to a true-intangibility power. You may want to add things if you're going to go that route.
