Dark Dynamo is an alternate copy of David Dynamo. Among various dimensions, sometimes you'll run into beings that are, for all intents and purposes, the exact same as others. Dark Dynamo got his nickname by being a radically evil version of David Dynamo.

Sure. Dynamo DS' life was saved by the Dark Power, which corrupted his soul (short trip). Prion was his original ability, which is the ability to unravel "stuff" in Existence, including matter, energy, and the like. The Dark Power added the ability to re-ravel it into new structures.
