You're both right in a sense. One of Misty's abilities is perfect self-age manipulation. Whereas most age manipulation is "look how much older/younger I am now even on a physical level!," Misty's is her becoming another age with absolutely no differences other than more memories than someone at that age can have. She was driven insane by spending her first seven years of life with an absolute maniac and helped Shinji out, deciding on a whim to take a picture with him in an incriminating pose. She kept it concealed until recently in order to try to ruin his life.

I needed to reach him for help building a project to keep kirina from killing us all. She decided to take some liberties with the original agreement and took a photo of the occurence. Huh.
