@Cu Chulainn The common knowledge is exactly why I’m still allowing an Intimidate Check.

With the result, I’m not saying Mirdas is being dumb. I’m saying that Mirdas would see that action as unusual, and not quite connect the dots. His reaction is just “Okay. He whistled. Why?” He can still demand and Intimidate for answers.

@Cu Chulainn A whistle by itself (without context) is not really suspicious or threatening. He could just be really bad at carrying a tune.

I’ll still allow an Intimidate Check if you wish.
