You might want to read a bit more of the characters, too.
Tear and Jericho would get along fine.
I do agree it's arbitrary to set concrete numbers, but those times seem mostly reasonable. From the perspective of someone who's very familiar with fights, when seconds hit the double digits, that's a lot more time than most would think and a hell of a lot can happen in that time, so it certainly balances out.
