@AmbraThat's a fair way to look at it, but I think they're only that rare in the games out of necessity? I dunno, in my opinion they're some of the coolest Pokemon in the game, and I wouldn't limit them like that. One per person? Sure, that might work. But one for the entire group? That seems a bit much in my opinion.
