It’s not that its condition is based on time. Its just that that’s how long it’s been. It was manually disabled. As for its limitations, it is only limited by spaces protected by powerful enough measure against reconnaissance or any active measures against its purpose.

Fully disabled. Inoperable for a few millennia entirely. It could be theoretically turned back on but it would be a tall task to restore full functionality. I believe the only working component would likely be working is the one that lets you remotely observe places.

It's a distribution center. It could observe large swaths of Existence, and just as easily send anything out into it from within over large areas. Including attacks and destructive forces. Artificial disasters can be created from within and made to look entirely natural.

Work to stop it, as best as you can. The tower itself is a very powerful tool from long ago that needs not be reawoken. And we have no backup at the moment. Running is a last resort if nothing can be done to improve things.

Everything should be inactive on the world. Last check for that was only a few short months ago, so not much should have changed. But we obviously aren't going there without any sort of lead. We know something happened, just not what or how much.

It's a small village surrounding a miles-high cylindrical structure, built a long time ago. There are no other entities who should exist in this village, or the tower. In fact, the whole world is devoid of life, so you should be suspicious of anything alive at all, should we find anyone there.
