It’s not that its condition is based on time. Its just that that’s how long it’s been. It was manually disabled. As for its limitations, it is only limited by spaces protected by powerful enough measure against reconnaissance or any active measures against its purpose.

It's a distribution center. It could observe large swaths of Existence, and just as easily send anything out into it from within over large areas. Including attacks and destructive forces. Artificial disasters can be created from within and made to look entirely natural.

Likewise. It's nice and simple, just to give you the quick breakdown. We're visiting a ruins site called Garsun's Tower. It's a small village surrounding a miles-high cylindrical structure, built a long time ago. There are no other entities who should exist in this village, or the tower. In fact, the whole world is devoid of life, so you should be suspicious of anything alive at all, should we find anyone there.
