I might have a suggestion. FTL commonly works with Nav probes whhich broadcasting their position in an orbit around a sun. These probes, while made by several factions all use the same broadcasting protocol (part of the FTL sharing agreement). Most probes can also broadcast data about the star they orbit and its system (if they are big enough). Probes who provide this info orbit 'known systems' and therefor are deemed safe. Some smaller probes set out further into the dark void. They can broadcast their position but no info. These are called 'dark systems'. So explorers will have no idea if the system is safe or if the probe simply got caught in the orbit of a black hole. Beyond that, there is Dark Space. A place where no probes ever went. As a faction, you could mass-produce the probes and throw them into space. Hoping they get caught in something.
Inside the system, sub-light would be standard except in close proximity of orbital platforms, planets, moons, other celestial bodies. System juristriction would go until X (can't imagine a right number as of yet) kilometers beyond the largest orbiting celestial body.
Name: The Allerast Union of Obro Abbreviation: AUO Nation Specie: The Elegrions Specie Description: The prime specie of the AUO and also the main inhabitants of Obro. They are slender, small, and nearly muscleless. But they ahve a big head and big eyes. Sophons are celebrated scientists and thinkers. They are a relativily young race, and since the discovery of FTL technology they are driven to uncover the many secrets of the galaxy.

"Indima" Freighter class ship Mainly used for transport of living creatures. Ranging from plants to all sorts of creatures. The entire ship is supported by life-support systems. However, it carries no anti-ship weaponry. Standard a small detachement of marines is onboard of each ship to maintain public order. Numbers: 7
Transport class: Not larger than the "Indima" freighter class. But a lot more spacious. Majority of the inside of the hull is vacuum. Controlled by a minimal crew and no form of military is onboard. Numbers: 3
"Argaia" class corvette Only slightly larger than the Transport Class. The Argaia class corvettes are the only military class ships of the AUO. Despite their military role, they still house plenty of scientific instruments onboard. Numbers: 3
Nation Focus: Research
Weapons: Elegrions have a huge focus on laser weapons. More specifically in beam weapons. Shield Type: High powered energy shields. Armor Type: Armorless. Bonus Type: Experimental energy generation.
Weapon Tech Level: Superior Shield Tech Level: Standard Armor Tech Level: Substandard.
Nation Government: Republic Due to the existence of 2 main continents, the population of Obro is inherently divided. Each continent houses their own Senate. Which elects 5 represenatives to seat among the United Congress. Congressmen keep their seat for 5 years before they are back up for election. So each senate votes every year to replace a congressman. Every 5 years a president is chosen. A president can be a senator, but is not allowed to be a congressman. He chairs the Congress. The role of president these days is seen as a transcendant role with the discovery of other species and FTL.
Nation Economy: Free market. Elegrions believe in constant dynamic. To warant pure, unrestricted change they have as few as possible economical rules. Of course, certain things are prohibited. But mostly the market is allowed to go up and down as it prefers.
Nation Military Description: About 0.15% or even less of the main population is concidered military. These low numbers are there for 2 reasons. For once the number dates back from the unification. To make sure neither continent would have the troops to invade the other, they kept troop count extremely low. Even when both armies were combined. This created a dogma within the military that, while the grand total is low, each soldier must be at peak capability. Meaning each soldier is extremely well outfitted and trained. With personal shields and exo-suits.
Branches Navy By far the largest branch of the Elegrions. As conflict in the past 5 centuries were almost soley fought on oceans, between 2 continents. Proudly having 11 fleets partroling the continents' their shores. Each fleet has a carrier or a super-carrier.
Air force Smaller than expected, the air force mainly uses small drone aircrafts for both long and short range missions.
Faegis interceptor Faegis high-altitude air superiority interceptors. Made to fly in both low & high atmosphere at staggering speed. Mainly used for planetfall interception.
Army Smallest force. These days composed of little less than a Nation Guard.
Space force The newest, but second-fastest growing addition to the military. Under the Space Force fall the Argaia-class corvettes. Though the Interstellar Admiralty is looking towards building something potentionally bigger.
Space Marines Most space marines come from the Army and undergo a gruesome 0 gravity training. While the fleet might be almost insignificant, the Space Marines are the true edge of the blade of the AUO. Their very existence is experimental. Using a combination of space-suits, robotics, personal shielding and small 1-man vehicles, they are quickly gaining experience in inner-ship defence and boarding.
Science division Not inherently under military command, the Science Force is a new branch composed of both civilians and military personel and is under the control of Miss Mirkag. They have a multiple roles to fill. For one, they spearhead all expidition forces into the deep unknown. Second they conduct, advice or at the very least monitor all domestic research. Third they are attempting to enter the CE council of science. Thus trying to spearhead inter-species research co-operation.
Nation Culture Description: Celebrations Unification day - One of the greatest days celebrated. Also one of the most recent. Unification day is the day that, through long negotiations, both continents pooled their resources to effectivily lift their civilization up towards space. It was brought about by the treaty of Allerast, the Floating city. Often a cheery day with parades in Allerast and the two continental capitals. At night the people light candles on tiny balloons and release them in the sky. Symbolizing the uplifting of their specie.
Day of the Sunken Spirits - A memorial day. Remembering the many souls who perished at sea during the many battles between both continents. Often a more sorrowful day. Day of the Sunken Spirits is also the day when many bury the hatchet and make peace with everyone around them. At night, small boats carrying candles are released on the shore.
Favored & not favored The Elegrions favor constant change and advancement. This is reflected in almost everything. Buildings are made out of modules. They can be changed, expanded, shrunk or upgraded extremely quickly. Chefs constantly change recipes and keep on experimenting. The change is inspired by advances in technology and science.
What they dislike is stagnation and conservatism. Even history is sometimes concidered as unimportant.
Nation Economy Description: The economy is small, but rising. The long standing fued between both continents made unified industry & services impossible. Now all forms of unification is being rushed and pushed. Though no matter how much pressure is put on the unification process, fundamental differences remain. Be it in communication protocol, safety standards or even certain measurements.
National Figures:
Like most Elegrions, Miss Dreg is driven to uncover the secrets of the universe. However, she understands that she must fulfill a much bigger role. These are politically interesting times, there for they are inherently dangerous too. Miss Dreg has little experience with the inter-specie politics of the AGR. But she is quickly learning. Forever driven, she strives to gain the seat of chairman of the CE Scientific Council. A decission many Elegrions support her in.
Originally an admiral of the Navy, Mr. Lexium seldom shares the political openness of Miss Dreg. Instead he has motioned several times for at least scientific isolation. Seen sometimes as a conservative, Mr. Lexium is less loved by Miss Dreg. Though the current goverment understands his value. They hope his sceptism will protect them from harmful political intensions.
Few organizations would value a head scientist as much as the Elegrions do. Miss Mirkag is the prime example of the Elegrions' undying curiousity and lust for understanding. In matters of rank she stands just below the ambassador, yet rarely involves herself in any form of politics. She is sometimes called "Sodana the Explorer" as she has grand plans to send out a lot of ships in the future to start exploring the deep void that is space.
A man quickly rising up. He was appointed as Prime Admiral of the Space Force and Vice-commander of the Space Marines. Quick, decissive and fast. But unexperienced in the field of space combat. As Prime Admiral he is pushing to built up a bigger fleet and to develop new, bigger hulls. He is supported in this by Miss Mirkag, under the condition that Space Force ships are allowed to be used by the Science Force.
Homeworld: Obro Notable Planets and Sizes Obro - Small planet Relativily low gravity but a strong magnetic field keeps the atmosphere in place. This also makes the upper layers of the atmosphere highly ionized. Obro consists of 2 continents who've had a long standing fued in the past but have now burried the battle axe in a joined effort to uncover the mysteries of space.

CE The Elegrions united smile at the CE. Whom they see as grand defender. Many understand that they entered the space race much too late. Thus they must depend on the ruling titans. Elegrions are ever attempting to prove their worth towards the CE.
Velukans They see the Velukans as rusted people. Contempt but not thriving towards advancement. The fact that a company could end up being owned by the goverment is alien and weird towards the Elegrions. Who understand that a state is necessary but may not hinder any form of civil operation.

And for general info, I was thinking of a Geth-like networked AI. Of course they'd start out much dumber. As simple machines networked together. Though over time and with platform, server & robotic OS upgrades they'd develop in something a lot more sentient. All within certain borders of course.
@Cale TuckerNow that we're somewhat on the concept of military, I would plan on starting the production of a more robotized external security force. Of course this would be far less effective than an actual one and the robots would still have to be built. It's just so I have someway to defend myself. Would this be allowed? (Also i'm going to bump the percentage to a 0.15% of the active population. It's still far below average but my people have little conquest in mind)
EDIT: Also I wanted to point out that those robots may play a significant role if the RP survives long enough.
Main reason would probably be military protection. The second would be that they seek investors for their research. I still have to work out the economic part but the short version is: Due to a long standing war of both continents, the unified industry & service production is relatively young. The economy is small, but on a rise. Still the prospect of finding outside investors would accelerate their growth both in research and economy.
