I've never been anywhere else in Cepis. I do know that Sun City is mostly Sun Scribes, so maybe the architecture is a result of their work and isn't as prevalent in other cities. Or maybe they design all the major cities in the world.

I doubt it. Sun City, as far as I've seen, has a lot of the kind of weird geometry on these buildings next to us, and it's very bright and colourful, but this sound thing is new.
