It's difficult to set a hard and fast rule, since it's something that clicks over time. They typically wouldn't give more information that a neutral observer with remarkable perception would be able to pick up on. So rather than being an avenue for using third person, it's more of a system to describe the exchange of information. So something like *Feels happy* wouldn't really be valid since there's no information exchange, whereas *Smiles* would, because one of those transfers information between parties. Something like *Detects your emotions* *You detect that I feel happy* would also be valid for the same reason. Similarly, *My face appears contorted and strained* would be a better choice than *Looks... strange* since the former is a concrete information transfer whereas the latter is a function of interpretation ("what does strange look like to someone who has seen it all?") and adds a personalization in the form of ellipses that implies that a cognitive source is adding detail to reflect their opinions on the matter.

That's the idea behind the action symbol system, at least (and I hope it makes some degree of sense). There are edge cases (such as The Legend crushing the device that was observing his actions and generating the symbols to begin with, which cut the transmission, as seen in the exchange a few days ago), but that really just depends on how far you want to dive into what kinds of things are actually watching these exchanges.
