Anybody in contact with some kind of info network or information brokers will know about it before anyone else, and they'd be the first to start claiming territories. It used to be that only the System owners (Tier Five/Nobility) could access the Gears, but now they're open to everyone, just with heavily nerfed command execution (e.g. before, those operating the System could create/destroy dimensions easily, which is unavailable to anyone accessing it now). The Gears can be accessed from anywhere in Existence at any time.
