Let me rephrase: If a Codex dies, another becomes the next Codex, right? Now, say Elkepzel's position was naturally a threat to some other person. However, if Elkepzel was killed, another would fill the position and nothing would be accomplished. If Elkepzel killed, but instead he was reborn by some magic, then (I'm supposing) an heir couldn't take his place, so the position would be unfilled for a time. Then the person wouldn't have the threat of that position.

That doesn't conflict: An external force rebirthed him. Maybe that external force saw him as a threat, but simply killing him would produce an heir. This option would keep him out of the picture for a longer time.
