Theoretically they can, but no. So like the runes that interact with a faucet will practically last forever as long as the rune is not damaged. It’ll lose strength very, very slowly but due to the function of it. It’ll be way past our lifetimes for that to happen without any additional magic to give it.

Yes and no. It takes a real prodigy to just intuit one, but to be able to do it for any of the many of them is very very hard.
