A working fusion reactor is possible, just prohibitively huge.
Ah, so not disobeying the second law, just basic maths. Pretty normal for soft science fiction. XD
Reactors take fuel and produce energy. Once the energy has been produced, it would take more energy than you get reusable energy out to convert it to its initial state (some other reactor might be able to use its waste products, however). Except in the event that it has a vastly lower consumption than a larger reactor--which would make it produce orders of magnitude less, comparatively, and generally less efficient--a smaller fuel source will run out faster than a larger one.

If it doesn't need refuelling, what you've created is a perpetual motion machine, which is impossible. :P
Second Law of Thermodynamics generally implies that miniaturised reactors would need absurd levels of refuelling when doing anything remotely power-intensive even with perfect efficiency, though I'm not perfectly sure why that's relevant.

But... she'd been held back and had expected the hall to clear out by now... this was so embarrassing, she'd thought that everything would be clear and that only Nana would be around to hear something like that. Now she was blushing, though that didn't last long in the face of Mina's inexplicable declaration. Gobble them up? That wasn't possible, there was no way that her mouth was big enough for such a thing!

Nana found herself freed from Hotaru's clutches,a s the girl decided that the best way to deal with her embarrassment was to strike back at the obvious source, pointing dramatically and displaying her immense talent for witty repartee: "No eating Nana!"
Well all this was out of proportion.
I don't know the anime this is based on, but having another fight almost immediately after the previous one ended almost solely for the sake of a contrived fight--and it would be contrived, seeing as it's a city with 100,000,000 people in and pretty damn big, so circumstances aren't forcing it--is tiring because it gets in the way of getting to work out what the plot is. The previous fights served a purpose by introducing the soldiers, but another long fight right now would just be gratuitous. And unlike anime, we can't cover it with good animation.
Er, they're already where they're going.
@KoLIn my next post, I'll have Inuyasha smell Menomeru in the car and chase it down, so expect trouble.
