I have a counter argument and it's the power of creative liberty with your moves. Not to mention the point was that I believed it emphasized the 'setup' aspect, not balance, the balance side is fine, we want to have to keep track of less rather than more, if we keep track of too much it becomes cumbersome and tiring, if too little it may become boring, but we already keep track of possibly level and movesets, I just believe items to be unnecessary. In RP, Klefki or any Pokemon's viability is from 0-100 in RP, because again, creative liberty.

There's also I want to push the whole creative liberty, and have moves be able to upgrade if the Pokemon trains it enough. That can give players the ability to have their favourite Pokemon have a 'signature move' so to speak.

EDIT: I understand the viewpoint you're speaking from, but I think you need to take a quick look at yourself. Without fail you've managed to mention the actual game's balance and weaknesses in every single one of your responses, so I think you're emphasizing the game's logic too much, rather than the creative potential allowed when roleplaying.
Let me break this down a little.

First, the RP being influenced by the majority only works in an ideal world. This is not that. You're new to holding an RP and I can see that because of that line of thinking. It's democratic, so it must work... Right? Wrong. You're the GM, by virtue of the existence of a single GM that has incredible influence over the RP, every RP with one central GM like this is a dictatorship. And nothing major happens without your say-so.

There's also the structural flaws. Unlike a country, people can come and go as they please with little to hold them down or in anywhere, and sometimes when people go, they go for good. They'll have no reason to stay if they're the 'minority', because they're not being satisfied.

Next, you seem to misunderstand how character development and establishment works.

If you pay close attention to movies, games, and shows, you'll realize that character development and establishment doesn't happen with one actor on an empty stage. They need something to interact with, which has been achieved somewhat with player interaction... Which is also a problem, I'll get to why in a moment. But going back to one actor on an empty stage, for character development and establishment to truly happen, you require events for them to react to, crisis, complications, you name it. How they deal with that, is what develops or establishes a character, depending on the event and the character. The only character in this RP not experience this problem of 'one actor empty stage' is yours, because yours is the only one who is majorly affected by the revelation as an heir to a mafia regime.

You will need to think harder about the social ties of other players in your RP. It may not seem major at all, everyone's friends in the OOC right? Except the problem is... In IC, their characters aren't. Trust me, when you do start to make little lines connecting characters whether you write it out or it's recorded in your head, you'll begin to realize who is on the outside of the player inner circle. The people who are outside that social circle are the ones most likely to leave early, simply because there are less people who are significant to their character.

Next, is player interaction. In society, how easy is it for you to actually walk up to someone and try and make friends with them out of absolutely nowhere? Now see what I'm getting at?

The only relationship some of the player's characters have so far with other characters is because they were all at the shrine and are now involved with the Vongola somehow. That's all. Most of us don't have any real opinion of one another. We just all happen to be gathered under this one banner for god knows what. We need more events to tie us all together.

We also wrote ourselves into that situation believing it was time to move on. I remember distinctly you said we were finally getting 'to the meaty bits', so I had figured it was time to get moving onto that. Except now we're taking a day to do pretty much nothing, you never said anything about it in the IC as a note, and I saw no mention of it in OOC (if there was, apologies, but even then there's nothing to do).

You're new and that shows, but that reason alone shouldn't stop you from trying harder than what you're doing now.

Basically for around half a week we've agreed that we should move on, and there hasn't been a post getting to actually moving on, so... Move on. Let's get to the fun part like you said we would almost a month ago.

By this logic, Munchlax would be super OP.

But I don't think we should throw held items into the mix. We risk it becoming pretty much the game, and the held items emphasize setup rather than player creativity.
Likely they won't be the biggest problem in RP. You can work around those things.

There's also the thing about held items, very rarely if at all do we see Pokemon with held items in the anime.
Gale Wings is so bullshit. Then again I thought the same about Skill Link.

Oh and Hawlucha with it's double typing move.
I'm a filthy casul who doesn't even Pokemon Showdown. I just know these builds because I built them for fun on my games, I never really fought other players. Contrary sweeper Serperior is risky, but also easier, since it kind of sets itself up to sweep. It's risky since it puts itself out there, but it's easier because the directive to have it set to sweep is very simple.

There's also for Rayquaza, that canonically, no one except for the main character in ORAS can Mega Evolve Rayquaza anyways, even in that game that shit required some special stuff to occur.

I may choose Gallade for my Mega though.
I really like it since I can go a sweeper build on a Serperior, not to mention this is RP.

We'll have to wait for Abysmal on Zyg and Ray though.

Oh and let's not forget moves. We need to iron that out. I get the idea of making the few moves they have stronger, but it's the learning of new moves and 'leveling' that I'm not so sure of.
I kind of want it with the Contrary ability.

And I really want Zygarde to have the serpent theme going here. Rayquaza is most certainly my favorite here, but would it actually be okay if it were to be without Mega?

And lead the way he did. Blair was glad Fantasia had chosen to walk once she wore more practical clothing, Empress followed him to his side as he led the way. It was a familiar path to him, back to Route 1 that is. Just earlier today he arrived to Harport, and walked. The way to Harport wasn't too long, but they would reach there by nightfall and take a ferry the next day, or try and catch the last one to Grand City and arrive there late in the evening. It depended on how soon they could get to Harport really.

It was nearly afternoon, so as he entered the route, the energy he had seen in the morning was more restrained, and there were some people on their way home from the fields, while others finished up whatever fieldwork they had. This morning, despite the energy, Blair had not encountered any wild Pokemon, just some new-ish trainers or kids in the area who wanted to have a battle, but that was it. Blair was hoping to see a wild Pokemon this time around though.
