It depends on the Tier. A Tier One cannot become a Tier Two without another being performing some sort of soul intervention. A Tier Two can become a Tier Three by attaining some level of ability. A Tier Three can become a Tier Four by independently traversing dimensions. A Tier Four can become a Tier Five by filling out an application and attending the weekly seminar.
