Okay, so here's my explanation.

Being the daughter of the Mad Hatter, Madeleine specialises in reality bending. When Baphumet was close to being released, Maddie studied the power she could feel. As she studied, she became aware of the planes, or "Pages" as she called them. She practised her reality bending such that she could deal with these Pages, and began to move through them. Once she started moving through them, she began to study how objects changed between them, and started to experiment with modifying objects on the different planes.

This is what allowed her to start really making use of her powers. She could form things out of what seemed like nothing by assembling in the simpler planes, from resources from random places throughout Existence. She understood how objects in their simpler forms corresponded to their state in the more complex forms, so that she could easily form objects based on what she already knew about them. Once she finished assembling objects, she would make them visible in the Page that everybody else was on, which caused the "Is There" effect combined with her reality bending.

If you allow me to use the Pages, Maddie will start to train herself to modify already existing objects in the simpler planes, causing the same "Is there" effect, but with the modifications as "Happening". I'm still working out the kinks in how that'll work.

All that history and explanations on how her powers work are of course only applicable if you allow me to use the Pages.

From what you've told me before, objects exist in all of them at once, and their composure (not necessarily composition) is simpler or more complex based on what level. Baphumet could temporarily take them out of the other levels, or at least make them unable to be interacted with, temporarily.
