It's the kingdom of Fiore, a land of magic and wizard guilds, among normal people. Wizards go on quests to earn money, and each practice one type of magic. It can basically be anything- for example, Ruby would probably use some sort of order magic. All of our powers will be toned down, and once you run out of magic power, you can't use it anymore.

1. No. Not in the slightest. Some guilds have different focuses than others and different ways of accomplishing goals, but virtually no regulations.2. No. Neither in fighting, nor life. Most people don't even use magic, even though it's stored in everyone's bodies, although it has integrated itself into technology.3. Same as basically any other society. It's a monarchy government, but it's pretty hands-off, and leaves things to wizard guilds. The only major difference, really, is that people leave requests on guild boards and offer a reward for the wizards that complete their quests. The request can be literally anything.
