Simply giving him a true human body beneath the mass of hair would be a good balancing factor instead of him being entirely made of hair. Likewise his backstory doesn't fit with the established canon of BNH as society has already come to accept even ugly people, so such insults wouldn't have occurred considering his age.
So those two are mainly it.
I really just don't want to accept such a character as is.

Certainly not, its mainly a combination of the logistics of the quirk combined with his characterisation. He simply is over the top in my honest opinion so in his current state he is not accepted.
Oswald is an unusual boy. Long black hair, its condition dependent on his mood. When he’s stressed, there will be knots and tangles in his hair. When he’s in a pleasant mood, his hair will be silky and smooth with a healthy sheen. When he’s angry, his hair tends to raise—sometimes that can also be due to static if he drags his feet. Hollow and empty circular sockets are where eyes might have been once. His mouth is empty of any teeth or muscles, which would allow a human to speak. Oz has long accepted that he is no longer human. He stands at 5’11” and is slender in stature though he can make his physique thick or as thin as rope. Oz is a boy composed entirely of living hair.

Oswald knows that his appearance is stranger than most mutant-types. He’s endured other mutants calling him a freak and has accepted it. The insults: Hairy, Furball, Hairball, Cousin It, and so on; barely scratch him. Long ago, they used to but he taught himself to stop feeling sorry for himself and to embrace his quirk. Besides, he is certain that he has the best hair in the world. He’s very laid-back, modest, and never the first to volunteer for anything. He is so used to blending into the background, being ignored that its become subconscious to be silent while he sits in the back of the class. There are certain humans that he’s sensitive to. The frail and weak—those who are bullied. They don’t have to like him. He won’t tolerate anyone else being belittled because he knew what it used to feel like. Oswald likes to consider himself the emotional stronger person. He can take it. After all, he isn’t human. He isn’t anything.
The hair boy can be a little socially awkward with social butterflies. He isn’t used to being talked to on a regular basis, so it will take him time to grow used to the person trying to engage him. He may ignore the person if they come on too strong—mostly as a defense mechanism. When he speaks, he is very mild-mannered and rarely will ever raise his voice. He’s never really had to.
Oswald is the son of the pro-hero and mutant Sasquatch or otherwise known as Harold Crabtree. His mother is a hair stylist and pro-hero called, Haira (sounds like “Hera”) also otherwise known as Jessica Crabtree. It was no surprise that a big hairy hulk and a Rapunzel would fall in love. The two were a match made in some…hair salon up in Heaven somewhere. When Oswald was first born, they were horrified, fearing that Jessica had given birth to a lump of hair. It was Oswald’s cries that alerted the doctor that the ball of hair was a child. After a good shampoo, condition, and detangling solution, Jessica was able to see her child and she loved him ever since. Well, “him” wasn’t decided until later. The Crabtrees couldn’t tell if their child was a boy or a girl until he learned to speak. Since then, the Crabtrees dressed him on and off in boy and girl clothes just to see which ones he preferred. It was a strange mix. Oswald never had a preference until he entered grade school. When the other children believed him to be a boy, they ridiculed him not only for being a freak but for wearing girl clothes. It was the beginning of a lonely life.
The hairball didn’t go to birthday parties. He tried playing soccer to hopefully gain friends, but even with him being a decent player, his own team still didn’t hang with him. He found himself being swallowed up by society. He was drowning, sliding into the back to the point that not even his teachers noticed he was there or gone. Oswald learned to stop resisting and allowed his life to go where it was naturally headed. It was easier to do so, and he had since grown comfortable in his bubble. He was able to focus on his studies and not have to worry about drama. At 13-years-old, he had amazed himself by protecting another kid from a bully. The kid had never thanked him, but it didn’t matter, saving someone brought him overwhelming contentment. So that was why his parents were heroes. That was what it felt like to help someone; to protect them.
Oswald approached his parents when they were available with his determination to follow them down the heroic path. His father was all for it, but his mother was scared for her boy. She knew that Oswald hadn’t seen how dangerous the real world could be but her son was too determined. While Oswald could have used his parents as reputable references to get into UA, he didn’t want to ride his parents’ ponytails into a good school. He wanted to get into one on his own ability.

Quirk Description
Oswald has complete control over his hair/body, allowing him to alter, grow and regenerate, change the texture, and color of his hair—although naturally it is jet-black. He can manipulate his hair-body like an appendage, weave it into different shapes and strong bonds. Due to hair lacking in nerves or being directly affected by changes in the nervous system, attacks and damage are virtually harmless to him. He can condense his hair into a solid as strong as a rhino’s horn, sending these vicious projectiles, lengthy spears and tentacles at his enemies. His hair is strong enough to constrict his opponent and trap them in a ball of heat until they faint. Static can be excited between the numerous strands of his hair to allow him to also deliver a surprising shock to his enemies.
Quirk Weakness
Trimming his hair can endanger him seeing as he is comprised of hair. Fire causes his hair to singe and curl-up into a ball of burnt keratin. He doesn’t use hairspray for fear that the flammable aerosol could one day ignite and burn him to death. While Oswald’s hair grows faster than most, there is a limit if he is trimmed or burned to nothing before he can regenerate. Oswald doesn’t eat like normal humans. He will often spread food good for hairgrowth over his body: mayonnaise, coconut oil, jojoba oil, shea butter, etc. He likes these things, and if he doesn’t take care of his body, then he’ll suffer tangles and split-ends. Tangles can immobilize him to the point that a detangler solution won’t work. Instead, he would have to snap his hair which could be a limb in order to permit himself movement. Such situations damages his hair.
I'm sorry but this character seems a little too far over the top. Sorry but it is not accepted as it is.
Generally I like to give a rp a three-five day establishment period before an IC is made so people can get sheets together, since I do believe its best if everyone starts together for this type of rp.
We really need to have our own discord chat guys. Just sayin' to keep track of things, to cooperate better etc.

@1Charak2 I need some advise on dealing with my character. While I do admit I'm a Todoroki fan. What ways can I make my character different in all aspect.

I edited it. Got rid of the pocket dimension entirely. It was just an add on to the tunneling ability.
Question. Would it be too much to have 4 portals? I was mostly thinking of multiple enemies but if that is too much then I'll simply adapt to it. Not like I can't fight many with just 2.
Considering the portals are set up at instant speed, Two is pretty strong if one can get creative where the destination portal goes.
That aside they are accepted.
(Perhaps if they master and improve their quirk they can increase the number of portal pairs but for now its good.)
Appearance: Kian is what could be called an above average good looking guy, he has white, almost flawless skin, with sharp long ears and emerald green eyes. His hair is completely white, being this it's true color. He is muscular but not bulky. He favors long silk robes.

Personality: Kian is a very charismatic and full of himself guy. Most of the time he only talks to other people if he has any benefit from it. However, he is very loyal to those who he considers his friends and is capable of anything to protect them and punish does against them. When he uses his powers he likes to play with the reality of the adversary, often trying to affect the psychological first before affecting the physical.
History: Born into quirk-less parents, owners of a international rich company, Kian never had much support from his family to pursue Hero studies, for them one could be someone greater in life if they just focused in having a "normal" successful life. Never agreeing with his parents ideal, since young Kian started using his quirk on himself, making him "imagine" he was fighting strong villans that he always defeated with the use of a great variety of quirk he had inside "My World".
Years passed and Kian was always the popular boy in the school, being rich and coming from a well known family everyone wanted to be his friend. Kian was never impressed by people who created the illusion they were really his friends and because of that he never had true friends in the past. Not being particularly good in any sport, he was never the jock around, but sometimes he was even more popular than them. Kian's parents were never much present due to their jobs, but he doesn't mind that because this way, he is able to make huge parties at his house which everyone enjoys. In this parties Kian is normally the center of attention, not because he wants to, but well, he's just the embodiment of a party animal.
Kian decided to join the school to improve his quirk with the objective of becoming a Hero in hope to prove his parents wrong.
Quirk Name: "My World"
Quirk Description: After touching a person, Kian creates a mental link between the two and he can change the perception of anything they see around them. Against people who don't know his quirk this can be really strong, Kian can make himself look as if he was invisible, make the floor look as if it was lava, pretend multiple copies of Kian are attacking the enemy etc. (Something like a "Naruto Genjutsu" but cannot damage the person unless Kian does so in the "Real World").
Quirk Weaknesses: To use his quirk to the full extent he can only affect a person at a time. He can only affect the image of the world in a radius of 100 meters from the target. If he affects two people the size of "my world" gets reduced by half. Once Kian tried to affect three people, the size of "my world" did not decress but Kian entered some type of trance and could not move. He has never tried to affect four people with "My World" at once.
I like this guy and his quirk, mainly because of the fact tha it balances itss elf out with its limits yet still being powerful on an unknowing enemy. Accepted
Personality: Yoshio is usually soft spoken and mild mannered. He hates to offend, he hates to interrupt, and he hates to steal the spotlight from others. He is modest and polite to a fault, and goes to great pains to ensure he speaks properly to everyone, regardless of status. He likes to solve conflicts with words rather than force, even if the conflict in question is threatening him directly. He is not so naïve as to never resort to violence, but he will hold back unless absolutely necessary.
Yoshio undergoes something of a transformation when it comes to topics he is passionate about. As something of a bleeding heart and idealist, Yoshio can talk for hours on subjects such as reforming society for the better, and when he speaks on said subjects he will speak strongly, loudly, and even fiercely. He is not blind to the fact his ranting can end up being boring and even annoying, and so all it takes to make him stop is to politely ask. If he has gotten started against someone he vehemently disagrees with, on the other hand, he won’t stop no matter how much they ask him to.
History: Yoshio is the son of Tokuda Sanzo, a member of the House of Representatives of the Japanese National Diet. Tokuda Sanzo is well known for being a political firebrand, not only because he gives lengthy and passionate speeches on core topics, but also because his quirk allows him to spew fire from his mouth. Yoshio grew up watching his father’s speeches on t.v., as well as having his mother as a semi-successful Hero, and quickly developed a keen interest in becoming both a passionate politician as well as a hero of justice. To his youthful mind, the two were hardly incompatible.
Much to a young Yoshio’s consternation, many of his friends discovered his quirk before him. Having yet to demonstrate neither his father’s fire breath nor his mother’s concussive blasts, Yoshio was beginning to become frustrated with his lack of progress. One day, he went into something of a tantrum, lamenting his quirklessness in a long and screaming rant. Upon finishing, he unleashed a wave of concussive force from his mouth that destroyed one of the walls of his house. He was both overjoyed at having finally discovered his quirk and regretful that he had caused some damage to his own house. It was of little consequence in the end, as Yoshio had his eyes set on the gleaming future that awaited him as a Hero.
Quirk Name: Filibuster
Quirk Description: “Filibuster” operates via Yoshio building energy by speaking for varying amounts of time before unleashing the energy in a concussive blast. The longer he speaks for before discharging his energy, the more it builds up and thus the more strength lies behind the blast. Speaking for a very short period of time, for instance saying something like “Move!” or “Go away!”, will produce force equivalent to a mildly strong push. Launching into a long speech, on the other hand, could generate enough force to smash through walls and send people flying. Absurdly long rants could produce potentially devastating results, however Yoshio has yet to experiment so much with his quirk, and he may never have the opportunity. The quirk relies on speaking loudly and clearly, so speaking in a soft tone would produce no energy. The range of his concussive blasts varies, with weaker ones travelling the width of a modest room, and stronger ones being carried across several blocks. Their strength is also affected by their travel time, operating on a sort of “shotgun” effect, meaning they are strongest when first released but dissipate as they travel.
Quirk Weaknesses: The most obvious weakness of “Filibuster” is that it relies entirely upon Yoshio’s ability to speak, which if disruptive would render him effectively quirkless. If Yoshio were in the middle of building up energy and was interrupted by any means, he would be forced to discharge the energy regardless of his will, which may result in unfortunate consequences for both himself or anyone or anything nearby. His quirk also lacks subtlety, requiring a certain degree of noise even to begin using it, and thus making it worthless to someone attempting to attack without being seen, although it could be useful against somebody that doesn’t know how it works. Extensive use of his quirk will leave Yoshio with a severely sore throat, making him incapable of using it again until his throat heals.
Other: (I want to freely admit that I’ve never been good at gauging “fair” limits on powers in RPs, especially as everyone and their dog has a different opinion on the matter. If anyone wants extremely specific but also reasonable definitions on things like time, range and other such concerns, I would ask that they be given to me, rather than having me sit here and guess at what would be reasonable until I hit the magic number.)
(To be fair, limits vary depending on the scope of the ability. At least thats how I judge it.)
Characters Quirk is pretty well defined and I also like the Character.
Kinda reminds me of But it happens at the end instead of during and with that beng said he is also accepted.
Appearance: Name: Vincent Tiem Superhero Name: Age: 15 D.O.B: July 18th Weight: 110 lbs Height: 5'5 Personality: Vincent is rather carefree and quite lazy due to his powers. Luckily due to his age his metabolism is rather high or else he would be an over weight slob. Vincent loses interest things rather quickly due to having difficulty finding any challenge in them. Not particularly liking the idea of being bored and lazy he tries to create challenges that are usually quite dangerous. History: Vincent had a normal childhood for the most part. Both his mother and father had minor quirks that didn't really help except in specific situations so they have normal jobs and have no aspirations of their past dreams of being heroes.
Vincent's parents were quite proud of him when he displayed such a strong and versatile power and thought that he would of course fulfill their dreams of being a hero so they can live vicariously through his adventures. Though they quickly realized that their overt enthusiasm of him being a hero ended up turning him off of the idea when he turned 8 and started to become very lazy and simply using his power to cut corners.
It was one day that changed his lazy life. He had found himself walking at night when he heard the scream from an alleyway. He linked his portal and sstuck his head through as he peered into the alleyway. He saw a group guys cornered a young woman they each had quirks. Vincent pulled his head back and brought the destination portal down to ground level and stepped through. He didn't feel any particular need to save the woman, he more than anything saw these guys as a challenge. With some well placed portal he ended up hit and kicking each of them in the balls and used the portal to pull the woman through to where he was. She then ran off and he ported away down the street leaving them there. Vincent's heart was pounding. He had won, but he knew full well that he was scared out of his mind. His heart was beating in his chest and felt it was going to explode. He had gotten lucky due to his surprise appearance as well as his unpredictable power. He decided he had to train both his mind and body to be prepared for other future challenges, because even though he was lazy, Vincent never wanted to run away in fear again.
Vincent started travelling the town at night while his parents were sleeping. It's not like it was hard for him to get out. One night ended up portaling to the other side of town and just running along rooftops of buildings using his ability to cover further distances when his athleticism would not allow him to make it. His body had become covered with lean, flexible muscles. The night walks had gotten boring and Vincent had gotten bored once again. It was during the day when he witnessed a man stealing a woman's purse. His lips stretched into a smirk as he pursued the thief via his portals. In the end he caught the thief and returned the purse. Though he got praised it was more the thrill that he enjoyed. When Vincent was younger he stole items using his power and never got caught or suspected which became boring so he quit stealing. But going against criminals with quirks was exactly what he was looking for. He would become a hero and fight villains to prove to all that his quirk was the best. At least he wouldn't be bored, right?
Quirk Name: Spots Quirk Description: Vincent can create 3 portals. 2 of the 3 portals are directly linked to automatically connect two points in space together. The 3rd portal is known simply as his "pocket" which is an extra-dimensional space that he currently uses for storage and to spend time alone in. The extra dimensional pocket is 20ft x 20ft x 20ft. Quirk Weaknesses Creating portals is almost instantaneous but the destination portal is very tricky to work out if Vincent hasn't figured out ahead of time where he wants to put it. In a sense he can't really use the destination portal effectively in live combat despite the fact that he has practiced on his own but still not able to do it. Also his distination portal is limited to places that Vincent can see or a place that he can clearly imagine otherwise the destination portal doesn't connect. If the Entrance and Destination portals aren't connected then it doesn't work and Vincent or anyone else goes right through the whole.
Other: He connects his portals to allow him to attack from unseen angles, travel from point A to point B almost instantaneously, he even believes he kill an individual by closing the portals while someone is not fully through. He can also use his "pocket" to hold people like a prison.
Right, So The idea of quantum tunneling is fine mostly because of the fact he has to move people across portals and a villian could also abuse an open portal to follow them. However to include a large pocket dimension with that seems a little too much. Therefore I only really suggest either a large downscale of the pocket dimensions size or that its removed. Since this quirk is pretty powerful for getting around anyway.
