Well, the authority comes from the generals and The Emperor himself(the Darth Vader-esque figure). The soldiers and Heartless are the muscle. And the generals themselves, when needbe, are too the muscle.
They still are, but yeah. The way I think it would have worked was that The Emperor showed up at Disney Castle one random day, ten years ago, and singlehandedly took out the top authority figures of Light. And for ten years, established a dictatorship(or tyrannic rule, whichever you prefer), building his Empire to the point where, as stated, most worlds within immediate reach were consumed by darkness. And he declared martial law against anyone who even dared to go against him and his empire.
This is where I think the Fighting Hearts came into the picture. Maybe they started causing trouble for the empire a year ago. So we can at least have some groundwork to build our timeline of sorts.
Jaakuna is one of those few guys out there that looks exactly how he acts and his age. He has the appearance of a sixteen year old boy and one that is rather hotheaded. His blonde hair flows past his shoulders, showing a shine within the light of the sun. With emerald green eyes, he often displays a physical attractiveness that most woman like. His height and weight are pretty ideal, as well, which are five-ten and one-hundred-and-fifty pounds respectively. His body is lean. His core is really powerful, but he surely doesn’t look it. Some have cited Jaakuna for being a guy who looked way too skinny for the amount of food that he eats.
Normally, Jaakuna could be seen wearing his forehead protector as a belt, much like that of Rock Lee, as noted in the history books of Kohona. He also wears a few other belts that hang down on the side of his black-to-dark-gray pants. He wears olive-green boots that have a stark white set of laces. He has a red hooded jacket that is always unzipped so the world can see he body. He also wears white tape around his hands that go all the way up to his elbow. The reason is unknown, though.
Jaakuna has always been one to show a love for tattoos and other expressive body art. This is evident in his many, many tattoos along his upper body. Most of his torso tats are of the tribal variety. These cover the majority of his upper-torso and back. Though they are of similar varieties, they are all of different shapes. Some are circles, some are vertical, some are diagnal, and some just don’t fall under any other size category. Even along his arms, Jaakuna has tribal-like tattoos, but these, unlike those on his chest and back, are not black. These are red and blue. They originate from his hands and flow up his arms like fire, stopping right at his elbow. He has these on both arms.

On the surface, it will appear that Jaakuna is vulgar, mean, rude, angry, and just an all-around asshole. Yeah, while that is all true, there is a deeper side to this hot-head. He does put on this front just for the pure fact that is probably afraid of letting anyone in. Maybe there’s more to just that, but Jaakuna doesn’t like to talk about feelings. He will express his real feelings with a strong overtone of sarcasm and rudeness. That being said, when he is venerable, Jaak will definitely be a different person, but that’s most likely not going to happen unless he becomes friends with someone that he really trusts, which is really rare.
Added to everything just said, Jaakuna enjoys poking fun at those who do something that will prompt it. He is a nice guy when he wants to be, but he just finds it a lot more fun to be a dick to a lot of people. He’s also quite the pervert as he will address stare at women with lewd thoughts and intentions. Some might even say that he’s addicted of sorts. He also is a bit of a disrespectful twat as he will address people as “dumbass” and “sweet cheeks”. The latter is more for women and the former is mainly how he addresses men. Of course, he will probably just give them nicknames based on his first impression of them. Yes, that’s not a very good thing to do, but again he’s a dick in every sense of the word.
The fuse of his temper is very short. Just as short as his nice-streak is, Jaakuna will probably be calm for two seconds before he loses his shit. He definitely doesn’t give a fuck about the feelings of other people; especially those who were the ones to initiate his anger. So, look out and hope that you’re not one of those people. However, when you get to know him, you’ll find out that he is exactly the same. There’s a saying: “What you see is what you get!” Yeah, that’s Jaakuna, though when he does get to know you or vice-versa, you’ll see that he is really just a joker and loves to laugh. He believes that laughter is the best medicine to avoid tackling the elephant in the room. Or you know, whatever the fuck that saying is.
To his family, Jaakuna is the same, but more restrained in his vulgarity. He loves his mother -- he would do anything for that woman. IF anyone were to fuck with her, he'd mess them up so bad. Yeah, Jaakuna is a momma's boy. He get's teased by his sister and brother about it, but it's all in fun and games, which Jaakuna is no stranger to. On the topic of his siblings, Jaakuna loves his little sister. He often gives her a hard time, but it's fair game since she's the one that does it first. They go back and forth when it with each other. About his brother, there is a hint of jealousy from JAakuna to Hideyoshi, but that's because the latter got promoted to Jounin while Jaakuna is barely getting to Chunin rank. That's a large part of their rivalry that they have going on, but underneath all of that, they love each other. JAakuna thinks of Hideyoshi as his best friend and it's definitely mutual.
After the death of Hideyoshi, Jaakuna changed. He disconnected himself from his family and entered a state of constant denial. For the better part of the last two years, he surrounded himself in missions, asking the Hokage for any available ones. Be it Silly D-rank missions, Jaakuna took any that he could, wanting to not think about Hideyoshi's death. Jaakuna entered a near-emotionless state-of-mind in which he didn't take care of himself or those around him. Sure his missions succeeded, but Jaakuna's inner-turmoils grew and grew as the days went by. To add to that, he moved into Hideyoshi's old apartment and further secluded himself from his family.
【History】
Written in the history books as one of Kohona’s greatest clans, Jaakuna’s name sake, the Clan of Sawada, is one of prominence. The Sawada Clan helped with the construction of Kohona, mainly how they established themselves as one of the top Clans of Kohona. They also invested in the fighting styles of Kohona, which explained why from an early age, both Jaakuna and his brother, Hideyoshi, were exploited to rigorous, physical training. It might be why that they both excel at Taijutsu. Though, it has been noted that Hideyoshi does so more than Jaakuna, but that’s to be expected since Yoshi has been promoted to the rank of Jounin.
Jaakuna’s father was one Yoshinero Sawada, his mother, Chrome Sawada, big brother, Hideyoshi Sawada, and younger sister Aisha Sawada. Growing up, Jaakuna always felt that his achievements, no matter how huge, would always be overshadowed by father’s first and his favorite. Jaakuna never blamed Hideyoshi for this. He couldn’t. He loved his big brother, but that wasn’t the same for father. On some levels, Jaakuna probably hated the man. Or maybe he was just mad that father chose Hideyoshi to be the center of his affection and devotion and not Jaakuna himself. Maybe that’s why, during his pre-teen years, Jaakuna developed a rebellious streak. Maybe that’s why he became the way he is just because of how his father was.
And maybe that’s why it hurt when he found out about Yoshinero Sawada -- the real Yoshinero Sawada.
It was when Jaakuna had turned sixteen, maybe a little before. Yoshinero was murdered, found out about his secrets, about how sold Kohona secrets to the enemies of the leaf, and that Hideyoshi was the one that did it. At the time, Jaakuna didn’t know what shocked him more. His father was a traitor to the clan, and to the entire village or that Yoshi was the one that killed him. It didn’t make a lot of sense to Jaakuna at the time and perhaps why he was even a little distraught. Like for god’s sake, his brother killed his father. That’s simply not something that Jaakuna has ever gotten over, even on the eve of him becoming a Chunin.
【Family ties】
Jaakuna's clan, the clan of Sawada, has been one of the biggest finacial backers of Kohona due to finding wealth in the construction of Kohona. They also invested in the training styles of Kohona. Before his death, YOshinero employed a rather strict rule of the clan, wanting to ensure its succession. Granted that Hideyoshi was at the forefront of that, but Jaakuna also felt some of that attention as well.

【Dreams and fears】
Jaakuna of the CLan Sawada, often called The Sundance Kid, Kohona's Resident Nekophilliac and The Prankster of the Leaf. He is all about fun. He enjoys pranking people, much like the great Naruto back in the age of the Seventh. Yes, Jaakuna exhibits many of those qualities. For the most part, he does not mind it. People have grown to adore him for it. He's definitely the life of the party. But that's not all that Jaakuna wants to be remembered for. Being adored and the life of the party is one thing, but Jaakuna secretly wishes to be respected. Even more so, he wishes one day to lead his clan. It might sound corny or even too familiar to a certain someone who lost their clan, but Jaakuna wishes to make them proud of him. He does have a fear that if he continues to be a prankster, Jaakuna will not have the respect that he oh so desires for.

【Fighting style】 Jaakuna is a very up-in-your face fighter. This is due to his combination of Kenjutsu and Nintaijutsu, though the former is less than the latter. His unique Cloak Techniques allow him to battle at close-quarters. Be it he uses his twin swords or his arms & feet, Jaakuna does so with such effiency that it truly makes those who doubt him see why he was able to make Chuunin rank at the age of fifteen. But Jaakuna’s close-quartered approach is not without it’s drawback. Due to the high risk approach, Jaakuna, at times, does not calculate what his opponent’s do. There’s also the fact that he’s prone to fall into traps. Now, this isn’t usually a bad thing as Jaakuna would just increase his chakra usage, but it still factors into what he’s venerable to.
Capoeira has a variety of different techniques that make use of the hands, feet, legs, arms, and head. Both kicks, punches and take downs are among the offensive movements, but the emphasis is normally on kicking. Because of the appearance of many techniques, they are often mistaken for dancing or acrobatic maneuvers. However, while Capoeira has some quite impressive, acrobatic signature moves, most of the basic techniques are similar to those found in other martial arts. It’s a fast and versatile martial art which is historically focused on fighting outnumbered or in technological disadvantages.
The Stance of Capoeira is heavily focused in a constant motion rather than an actual position. The iconic motion is known as the ginga, the constant movement from one foot to another. The ginga keeps the artist center of gravity from remaining in one place, allowing for an attack from any spot, and making critical strikes increasingly difficult, forcing them to rely on glancing blows where their power is cut in half not nearly as effecting for fear of a swift counter if they miscalculate. The movement also allows the artist to force their opponent to remain vigilant and not get comfortable. The constant motion, feints, bobbing, and weaving prohibits and discourages attacks and strikes of considerable power. It also does a fantastic job of hiding where a possible attack could originate from.
The brunt of offensive Capoeira attacks are completely centered around swinging ticks and rasterias(sweeping kicks). These kicks are significantly different than most modern martial arts styles. Capoeira kicks allow the user to attack from multiple different angles and can be managed while doing handstands and other various forms such as jumping, swinging, and ripping. What makes capoeira especially tricky is the user’s ability to hide attacks of capoeira within the actual dance, giving false reads of what is an attack and what is not. Capoeira relies on feints, misdirection and impatience of its enemies to coerce one into attack too soon or too late, or make them hesitate their attacks and leave themselves open. Capoeira’s fluid and dancing style movements and unpredictability make for a dangerous style against more convential fighters. To those that never have witnessed the style often remark it as Break Dancing Style, remarking it is much like break dancing during a fight. Capoeira artists have been known to use their elbows, head and fist, but this is not a primary offensive attack within the offense.
The Defense is based on the principle of non-resistance, meaning avoiding an attack using agile evasive moves instead of blocking it. Avoids are called esquivas, these avoids can be formed in ducking, cartwheels, handstands and flips. Relying mostly constant motion of the ginga to allow the artist to avoid blows rather than block. Capoeira artist are taught the importance of using esquivas for defense. Stating it gives the artist an advantage because they don't have to waste time trying to recover from the block, they can easily jump back into the fight with a counter of their own and attacks from a varying angle.
【Kekkei genkai, or bloodline limit】 Kekkei genkai, or bloodline limit Seiton/Star Release/Heaven Style Description:
Star Release (星遁, Seiton; Viz "Heaven Style") is a Kekkai Genkai which is created by combining the fire, lightning, and yin natures. Due to the fact that the three natures used in its formation have no definitive shape or form, the energy that is created through the process of mixing them is completely unstable. While unstable the energy is mostly akin to manipulating charged particles which allows the user to form; light, heat, electrons, and plasma. The energy can also be stabilized through the use of Shape Manipulation this allows the user to enhance their physical capabilities by wrapping the energy around themselves, to create solid constructs for varying uses, allows them to create a field of energy, and even a shield. Since they are still unstable by a bit, wind and water can still weaken and fully destabilize seiton. Especially depending on the jutsu.
Name of Technique; Katon Kage Bushin no Jutsu(Fire Release Shadow Clone Jutsu) Type of Jutsu: Ninjutsu; Bushinjutsu Class: Offensive; Supplementary Rank: A Chakra Nature: Katon Description: This technique allows the user to make a shadow clone out of fire. Because it is a shadow clone, it is able to perform jutsu and interact with the environment due to it having a physical substance. If the clone is injured, it will revert to its natural fire state, burning what it is touching. The clone is only able to use fire release and will dissipate if it is hit by water.
Weakness: Chakra cost is high and Jaakuna can only create a maximum of three clones. The allotted time that each clone can stay, if not hit within that allotted time, is two minutes.
B rank techniques:
Name of Technique: Ryusei 星遁: 流星 (Meteor) Type of Jutsu: Kekkei Tota; Nintaijutsu; Chakra Flow Class: Defensive; Supplementary Chakra Nature: Seiton Rank: B Range: Short Hand Signs: TigeràDragonàDog Description: Jaakuna wraps his body in a layer of stabilized energy, allowing him to move through the air at incredible speeds. Even if someone could detect his trajectory, it’s hard to catch him. The technique speeds up neural synapses to react faster to danger and to push physical prowess 25% more than normal, which is more than one would expect. His strength, while not as strong as Chakra Enhanced Strength would give him, it’s definitely close. Unlike the Lightning Release Armor, Jaakuna is able to maneuver and remain suspended whilst in mid-air. Weakness: Jaakuna definitely feels the pressure on his body after using this technique. He can only maintain it for one minute(2 and half posts) due to the fact that it’s so demanding of his physical body as well as his Chakra reserves. There's also the fact that each second that he keeps up Ryusei puts extra strain on his body.
Name of Technique; Hono no Odori(炎の踊り Dance of the Flames) Type of Jutsu: Nintaijutsu Class: Offensive Rank: B Chakra Nature: Katon Hand Signs: Tiger Description: In combination with his Capoeira fighting style, The dance-like movements that Jaakuna makes with his body expels fire chakra almost instantly. Each arm thrust, a stream of fire follows, each lick, a sicle of flame chakra is released. Any movement he does be it a flip or whatever, his entire body becomes the conduit in which his fire chakra flows through and becomes a force to be reckoned with to anybody in close-ranged combat with Jaakuna Weakness: As to be expected, there are a few side-backs to this technique. One of the main ones is obviously the chakra cost. Despite him having control over his body when using the Capoeira style, Jaakuna cannot control the flames themselves, which could very well pose serious harm to his person. Another is that he may not be able to precisely land direct hits. In a resulted outcome of that, the accuracy and hit rate are below sixty percent. While that is still a good rate of hit succession, it still poses some worries for Jaakuna.
Name of Technique: Katon: Gokakyu no Jutsu (火遁・豪火球の術 Fire Release: Great Fireball Jutsu) Type of Jutsu: Ninjutsu Class: Offensive Chakra Nature: Katon Rank: C Hand Signs: Tiger(weakened version); Snake → Ram → Monkey → Boar → Horse → Tiger(full-powered version) Description: A jutsu where chakra kneaded inside the body is converted into fire and expelled from the mouth either as a massive orb of roaring flame or as a continuous flamethrower. The scope of the attack is altered by the volume of chakra that is mustered. The released flames will engulf their target and leave a crater on the ground’s surface.
Weakness: This technique apparently requires more than average chakra reserves and most genin shold not be able to use this tech. Furthermore, due to it’s linear scope, it is easily dodgable.
Name of Technique: Higaitou no Jutsu (火遁・火外套 FLame Cloak Technique) Type of Jutsu: Nintaijutsu; Class: Supplementary Chakra Nature: Katon Rank: C Range: Short Range Hand Signs: Tiger Description: A technique that, while it appears to be in a similar way that of Lightning Release Armor, it is not the case. For one, it only surrounds Jaakuna in a thin layer of fire chakra. It's form similar to an outward aura. It enhances the usage of Katon jutsu by ten percent and enhances his strength and endurance by eight percent. It has a burning touch aspect, but that's on a minimal scale. Weakness: This technique has a two minute(2-3 posts) maximum usage time. Any more after that and the effects start to fade down. Each minute, two percent is removed from maximum potency. In a span of four minutes(roughly 4 posts), the jutsu will no longer be active and there is a one post cool down period before Jaakuna could use it again. Of course, there is no guarentee that Jaakuna would even want to, so that should also be taken into account.

Summoning Technique) Type of Jutsu: Offensive; Defensive; Supplementary Class: Ninjutsu; Space-Time Ninjutsu Chakra Nature: None Rank: C Range: All Ranges Hand Signs: Boar->Dog->Bird->Monkey->Ramx2 Description: The Summoning Technique is a space-time ninjutsu that allows the summoner to transport animals or people across long distances instantly via blood. Before an animal summoning can be performed, a prospective summoner must first sign a contract with a given species. The contract comes in the form of a scroll, on which the contractor uses their own blood to sign their name and place their fingerprints. Once signed, it is valid even after the contractors death as long as the contract itself remains in tact. After this, they need only offer an additional donation of blood on the hand they signed the contract with, mold their chakra with hand seals, and then plant the hand they signed the contract with on the location they wish to summon the creature. Weakness: The amount of chakra used determines how powerful a summon could be. High chakra cost means a colossal-sized summon. Low chakra costs mean a pet-sized summon.
Description: Being a cat of medium size, Flarea appears to be the size of a full-grown lynx with him having similar traits as that breed of cats. Though he is only of fifteen years of age, ironically as old as Jaakuna is, he does not lack the strength or cunning of most cats because, the age of fifteen for summons is not that old. Most cat summons, on average, live to be eighty years old. His entire body is composed of an ever-flowing flame that, to those that he finds a threat, will burn to the touch. However, due to the fact that he sees Jaakuna as his rightful master, the aspect of burning does not apply to him. His height is about at Jaakuna’s waist and weight is somewhere in the two hundred pounds area.
Personality:
Flarea is hot-headed, much like his master. The way he acts sometimes is almost in a rude manner, but there’s also a softer side to him. It’s mainly deeply rooted in his loyalty to not only Jaakuna, but the Sawada Clan as a whole. Anybody who bears the Sawada name is automatically given not only Flarea’s respect, but his undying loyalty. It’s probably because the oldest Cat from the Cat Kingdom was once the personal summon of the founder of the Sawada Clan. The will of fire also flows within Flarea. Jaakuna has often joked that maybe that’s why he has a fiery form. Whichever the case, those same ideals that the Third Hokage instilled within each shinobi of that generation also flows within Flarea.
When battle comes, Flarea is focused. He never let’s anything distract him. He also shares Jaakuna’s method of fighting of the high risk. It usually pays off for them. When it does, it’s in a big way. When it doesn’t, it affects them in a big way. Flarea isn’t really that bright when it comes to fighting. He usually goes on impulse alone. That is probably why he and Jaakuna make such a great fit. It’s cause of their likeness in personality and the way they fight that makes them so compatible in every way.

The overload of fire will severely burn whoever it struck by his overheated body. Weakness: Due to the overload of fire, a Suiton technique of equal or more strength can easily negate this jutsu.

I think it just depends on what direction we want to take it. If we're going for an almost apocalyptic feel, then more than 60% for sure. The thing I see is that The Empire has been at large for more than 10 years, slowly building their forces until they were able to strike -- Disney Castle being the first world to go under their control. Actually, I see Disney Castle being The Empire's base of operations.
As for how the Empire works, this is the way I see it.
The non-heartless/foot soldiers would work in a similar way that the Archadian Soldiers do in Final Fantasy XII. They're armored up and pose no real threat aside from the number game.
As for how the heartless would be deployed, I think you nailed it right on the head. They are simply following their new masters. As they did with Maleficent in Kingdom Hearts 1 and The Organization XIII in Kingdom Hearts 2. If you want, though, we could try to put some original spin on it. Though, nothing really comes to mind at the moment.
When she went in for the first punch, torso leaned forward, it was blocked by one of Vos' arms. In that same moment, Alexis felt the edge of his sword press against her ribcage. In the next moment, swords of energy were summoned and began to eat away at her skin. Alexis felt every little nibble. Each one rushed the pain throughout her body. Even though she had instinctively jumped away backwards, the tear that occurred from the many blades created a droplet trail of blood from where she was standing to her current position five feet back.
Alexis looked at Vos. Alexis flared up like the sun itself, her bare human body becoming consumed by the Flame Aura that she controlled so perfectly. The flames around her stuck to her person, and began to heal the cuts around her ribcage area. She could feel the skin being repaired. It, at first, was painful, but it was that kind of pain she could grow to love. The flames had a red-orange appearance and burned the ground beneath its master's feet.
Taking just one moment to allow the sounds around her to enter her body, Alexis closer her eyes for a few seconds and then she took to her attack, propelling her body above the ground and at Vos once more, but this time she knew better. She knew not to go without a plan. She took her left arm, holding it back just until she was right up in Vos' face. The power of the flame gathered around her entire left arm, and then she extended it, fire rushing from her fingers, and finding its home in Vos' face.
I really like that idea about the Fighting Hearts -- especially the higher ups of them -- having the shards of The Conerstone of Light as necklaces. It would be a good reminder of what their fighting for.
As for the Fighting Hearts traveling, they're doing it via Gummy Ship. Your point about it being monitored by The Empire is a good one, but we can easily make the case that the Gummy Ship that they use is a special brand that is totally concealed from the Empire's ships systems.
