A giant torrent of water blasted him out off the roof of the building he was on and poured down on the people on the streets below in the process. The water reformed into a solid, humanoid structure. "Look what you did to me!" The Hydro-Man yelled. "I'm a freak! And you're going to pay!"

He followed Shockweb down planning to drown him in front of those he swore to protect.
