@MuffinatorBaby-Doll Eyes is a low-level move (level 9 I think?), so chances are it probably either started out with it already or learned it pretty soon after their journey started.
Added a very basic background. It's not finished by any means, as I'm probably gonna turn in for the night pretty soon and will write a background with some more detail tomorrow. But the basic gist is that Shane comes from Dewey City, had an older cousin (Janet) who herself was an accomplished Eevee trainer. When her Leafeon and Glaceon produced an Egg she decided to give it to Shane as a birthday present right around the time he was getting ready to receive his Trainer license.
@Muffinator To be fair, the anime showed small Pokemon like Pumpkaboo managing to fire off a Shadow Ball despite it's size... not to mention the countless number of times Pikachu's Thunderbolt did way more damage than it likely should have done, so I can see your point. Suspension of disbelief will just have to do. 8D
One more question? Do I get to choose Eevee's evolution or will it depend on IC circumstances? In other words is it my choice if it evolves into, say, Espeon or Umbreon or Sylveon since all three of those evolutions revolve around happiness/affection? I'd like Sylveon if it's my choice.
Well, I was moreso questioning their RP application, Budew's in particular are fairly meta-gamey and would be difficult to explain in "realistic" terms how something could, say, have poison point when it has no points on it anywhere, or it can just randomly heal status just by being switched out thanks to natural cure. With Eevee, yeah those Abilities are pretty straight forward but when the OOC mentioned "usefulness" I wasn't quite sure what it meant by that, so I'll retract the question regarding Eevee.
As for the Budew's moves thing, doesn't the OOC say this?:
Choose 2 Pokemon at their basic form and no dream abilities; the exception to this is when their abilities are deemed not that useful within the role play. One of the pokemon must be part of a three stage evolutionary line (e.g. Charmander -> Charmeleon -> Charizard) and will be allowed one move that can be learned through breeding/move tutor/TM at the start.
I assumed that, since Budew is my token 3-stage Pokemon he could be allowed to start with a TM/Egg/Tutor move such as Energy Ball, or Sludge Bomb since I was planning to switch it to that.

Background: As a child growing up in Dewey City, Shane was first exposed to Pokemon thanks to his elder cousin Janet. An accomplished trainer with a specialty for Eevees, Shane got to watch when Janet first got her Eevee and even her first real Pokemon Battle. Since that time, Janet became the talk of the family as word of her skill as a trainer would always reach home while she was out journeying and making a name for herself. It was no surprise when Shane wanted to follow her lead, and soon he got his chance.
While visiting home, Janet's Leafeon and Glaceon unexpectedly produced an Egg. Coincidentally, it was right around Shane's 14th birthday, and part of that celebration was his receiving a trainer's license. Knowing this, Janet surprised Shane by giving him the Egg, the Eevee whom hatched from it becoming his first Pokemon partner. Janet told him that when she first set out, she crossed the Mayone Plateau and made Forte Village her first stop on her journey, so Shane decided to do the same. However, he first wanted to look around in Arune Forest for Pokemon, and while there he encountered and captured a wild Budew, his first catch as a Pokemon Trainer. The plan now is to backtrack back to Dewey City so that he can make for Mayone Plateau and, after that, Forte Village.

Pokemon: -Eevee- Shane's original Pokemon Partner, Eevee tends to spend more time outside her Poke Ball than most of his other Pokemon, and can often be found snuggled in his backpack. She isn't shy, though, and is usually more than happy to pop out and greet someone if it hears or smells someone talking to Shane. She can also be tough when needed, too, she's an offspring of two of Janet's strongest Pokemon after all, so Eevee's not afraid to jump into the fray when she's needed. She's highly adaptable too, able to hit her opponents hard when it counts. (Ability: Adaptability)
-Budew- The newest addition to Shane's budding team of Pokemon, Budew can be a bit temperamental when it comes to its size. Since Budew are naturally very small Pokemon, sometimes the bigger species can be known to bully them. In fact, that was Budew met his new Trainer. Shane spotted a flock of Pidgeys picking on him, and chased them off together with his Eevee partner. Out of gratitude, Budew let Shane challenge him to a battle and then catch him. Budew is usually very eager to prove himself, and as a result he hates being defeated. (Ability: Natural Cure) (Special Move: Sludge Bomb)
Trainer Perks: The less common, more gimmicky Poke Balls seem to work better for him than the standard ones. He also tends to prefer those Balls because they look flashier and more unique.
So, how will you determine which abilities are deemed useless? Both my chosen Pokemon have Abilities with questionable usefulness, or at least they seem to be outside of the Meta Game anyway, though Eevee's is more so since it's stuck with Run Away.
Whoa, calm down there partner, don't blow your top over my faulty memory. The vengeful ghost dude with a second chance at life was already written up, even if they are completely different characters. Ghost thing may seem like the only thing similar, but the two characters deal with similar core concepts.
And to be fair, I have no issues with roleplaying with your character, I'd actually like to, so don't be blowing your top at yer fellow undead bitches, even if you're doing it as quietly as you are. We got enough drama that already went down, don't need no more yo. I say put that sonovabetch in and let's have a ghosty party.

That's just it. Jackson has his second chance thanks to a vague magic ritual preventing him from dying all the way. Ryan actually did die all the way and is still dead. He only gets a "second chance" if he completes his trials and does it before a year runs out, otherwise his death becomes permanent and he's gone forever. Plus, he's not vengeful, at all. If anything, dying has made him even better person than he was when he was alive because as a wandering ghost he's gained new respect for life and death and has even forfeited opportunities to progress with his trials in order to save other peoples' lives. They are not the same. At all. They don't even compare.
The corporeal thing was only one ability. And of course they would share that since it's pretty much required for ghosts. Oh, and your half-ghost only flickered between corporeal and incorporeal briefly, mine just straight up did it at will (perk of being a full on dead guy as opposed to only being half) so I could argue that wasn't even the same. Otherwise, no, our abilities were completely and totally different from each other.
Being a ghost was literally the only thing remotely similar about them. But yeah, I totally copied and pasted your character sheet, right.
@Double Everyone knows full on ghosts can't touch or do anything. XD
One, suspension of disbelief. Two, ghosts can very easily interact with physical things, where do you think paranormal activity comes from? Three, MY ghost's primary enemy was other ghosts so that point is pretty much completely moot. Also, my ghost's corporealness was intended to be tied directly to his feelings and emotions, so technically he was invisible and unable to interact permanently by default. Having strong enough emotions would have been the deciding factor on whether or not he could make himself corporeal.
Regardless, that ship has long since sailed so there's no point in debating it now.
