@DoubleI assume the explosive arrow is something new, since you said that non of his arrows could make him lose an arm?

Yeah he pretty much came up with it the night before this mission more or less.
As he made the leap, Arsenal could hear sounds behind him. Had to be Anarchy, he was the only one in that room with actual powers, and that meant that Patterson was pursuing him personally. Not the best scenario in the world, especially since Light was directly below which likely meant that John was still somewhere nearby. Even against Anarchy alone, Roy's chances were slim at best, but they at least were still there. Against the combined efforts of Anarchy, Green Lantern, and even Batman and Green Arrow should the two decide to get involved? Those chances instantly went from slim to more or less negative.

Roy silently cursed his rotten luck, but he wouldn't let that drag him down. He managed to twist his body around in midair so that he was looking up at the pursuing Anarchy and aimed another arrow at him, "Trick or treat you son-of-a-bitch!" he shouted, letting the projectile fly. This arrow was... special. Arsenal knew full well that Anarchy could stop or deflect a normal arrow, so he cooked up something a little special. This specific arrow was not only rigged with explosive C4, it also had a micro-sized timer for a detonator that would ensure the arrow would explode shortly after being shot out. If Roy calculated the timing correctly, the arrow should theoretically blow up in Anarchy's face too soon before he could catch it or deflect it with his telekinesis. His armor would probably still protect him, but Roy would take even the smallest advantage he could get if it meant getting himself and Light out of here alive.

Speaking of Light, Roy crash landed onto her roughly two or three split seconds after releasing the exploding arrow on Anarchy. Hell, the only reason he even took the shot midair like that was because he managed to notice Light preparing to catch him beforehand. The landing itself was... rough to say the least, but Roy was more or less unscathed and able to stand back up nonetheless, "Come on! He won't be slowed down for long!" even as he spoke, Roy threw down a pair of smoke bombs to hide them from enemy vision and wasted no time in yanking the cartoony girl to her feet and make a hasty retreat to a manhole nearby. If they could get underground before being spotted then they would still have a chance to lose them.
Across the way, on the roof of a neighboring building stood a hooded figure. Through a pair of compact binoculars, the renegade archer called Arsenal spied his target's office. He could see Patterson inside along with his security chief, the former Green Lantern John Stewart. Normally he would be crazy to attack Anarchy head on, especially while Stewart was still on the premises. The building was heavily guarded, but as far as Roy knew John still possessed his power ring and could become the Green Lantern again at a moment's notice. He needed to be lured out of the picture, and Arsenal believed he had just the thing for that.

"Look's like we're all set," he said into the earpiece under his hood. Arsenal wasn't alone, a meta named Toon Girl was somewhere on the ground level. Roy met Light not too long ago, and somehow managed to convince her to join his little crusade against Anarchy. Why she agreed, Roy didn't actually know, but that didn't matter. All that mattered was that, unlike his ill-fated first attempt to stop Anarchy as Red Arrow, Roy had backup of his own this time, "Stewart's still in the office. Make that distraction as loud as you can. Whatever it takes to get John to respond personally." Roy's plan was simple. Light, who was damn-near indestructible, would create a distraction. This would hopefully keep John Stewart focused on her so that Roy could go after Anarchy directly without a Green Lantern standing in his way.

He waited a few moments until he could hear what surely had to be whatever distraction Toon Girl was making. At that time, he readied a zip-line arrow and aimed it just above Patterson's office window. The next thing everyone in the office knew, an arrow made a small thunk against the building before a hooded man came crashing through the window. Arsenal was quick, landing on the floor to quickly roll back to his feet with a new arrow almost instantly ready to fly, "Mark Patterson, you have-" Roy froze, realizing all too late that John wasn't the only former superhero on the premises. Even if John left to deal with Toon Girl, Patterson was still accompanied by two men Roy knew all too well. Suddenly his plan went from being only a little risky to being downright suicidal. He didn't have time to think, Arsenal just shot his arrow squarely in Patterson's direction knowing damn well that either Bruce or Ollie would easily intercept it and then bolted for the window he'd entered through and actually leaped out.

"Abort!" Arsenal barked into his earpiece, making sure his modulator was distorting his voice so Ollie wouldn't recognize him, "Queen and Wayne are both here! I repeat: Abort!"
Arsenal isn't a real threat

Double you could bring Light with you and we can explain how they met later on. She'll make for an excellent meat shield.

Okay, but fair warning: I might just take that suggestion literally.
It's not much of a start, but I left it open in case anyone wanted to interrupt us.

I feel like Roy is basically the only one with any motivation to do something like that, give who is all present at that meeting. For the same reason, he's liable to get killed right out of the starting gate... not the most enjoyable way to kick off a game, I think.

Before I forget, we are meant to move CS's over the Character tab, right? I don't think any of them were given any official approval yet.
@supertinyking IS still Co-GMing this with you, right? Cause it's been like two weeks and they haven't lifted a finger yet. Especially concerning for me since I'm now in the position of waiting for them before I can act any further.

@Letter Bee
@Archmage MC Done. Your turn.
@Archmage MC@TheUnknowable Either/or, works for me. As long as Roy loses his arm to at least one of the villains, I'm satisfied.
@DoubleHow exactly did he lose his arm? Anarchy wouldn't cut it off on purpose unless it was the only way to stop you, which I doubt it would be. Maybe an accident, say with him getting an attack reflected back at him ?

I find that hard to believe. We are thinking of the same Anarchy right? The metahuman supervillain that hates all forms of government? Seems like the exact sort of thing he would do. And it can't just be an accident, either, Roy has nothing in his arsenal capable of dismembering someone, especially by accident. Besides, losing his arm to a villain is kind of Roy's thing, he just wouldn't be Arsenal without the missing arm fueling his anger.
