Though Doom takes care of his country and wants to rule the world, he often breaks alliances for his own benefit. So he would at least be LE with NE tendencies.
I would classify Batman as CG.
In comparison to men like Rorschach, Punisher, and Wolverine, Batman is pretty neutral. Although I agree they could have found a better representative for Neutral Evil. Maybe someone like Black Cat?
