The main character wasn't awfully written, the major issue was more structure and style more than anything because the movie is shot like an indie film and the story had many different contributors. The biggest problem is that it doesn't care to use its 90s setting for anything other than brief window dressing. Judging it on phase standards is perfectly fair given that phase 1 is four movies that are super stiff and rocky and uneven (two of which are outright bad) and then bookended by two that essentially carry the weight.

Captain Marvel is about the second best straight origin movie in the MCU because the origin movies are the worst ones; it took two solo movies and two team ups before Thor became not shit and it took a solo movie and a team up before they figured out that Captain America was more than a Nazi puncher only to then have him punch more Nazis anyway. Captain Marvel would fit right at home in a pre-The Avengers world but because the MCU is what it is, Captain Marvel ultimately feels like a filler stopgap between Infinity War and Endgame, much like Ant-Man and the Wasp, and in both of those cases the only part that ultimately advances the plot happens at the end. If she wasn't posed to be one of the new generation of characters they likely could've Black Panthered it but whatever, it made decent money and was a serviceable appetizer to the one people give a shit about.

I personally liked it even with the bizarre changes from the comics that ultimately weaken the whole reason Carol takes up the mantle anyway. Even as arguable the only fan of the character in the comics I didn't love it but it was enjoyable and fine and that's more than I can say for a good chunk of first outings.

The problem with Captain Marvel was that it was a Phase 1 movie in a Phase 3 world, which isn't a bad thing it's just an unfortunate part of living in an entertainment world dominated consistently by Marvel movies. It had the reverse Wonder Woman problem where Captain Marvel started weak and found its footing while Wonder Woman had an okay start and constantly stumbled into its godawful final third.
