Not all experiments that began unethically maintain unethical condition. We won't make exception for the sole purpose of allowing groups to perform unethical tests because that would at best be a proxy for us performing those experiments. As to your first point, however, Tier Five decided long ago that it did not exist as a hero organization. Various members may do as they wish, but our purpose is to protect dimensions, not individuals.
