Not really that. It's basically when you have a reaction where charge is just altered in general, and you have to balance both the number of atoms and the charge on both sides.

Uh, this is just sounding like the superscript charge. Aka: Valence electrons needed to be gained/loss to achieve an octet (or duet in the case of hydrogen) shell.
