Its a bit more difficult than that. Thats not how this gorvenrment works. The council is the foremost and head of the group. Think of them as congress and me as the president.

Ive got the council breathing down my neck as it is. If they find out that beings like us exist, including my own powers, then we will have a major problem that I could'nt explain to them.
