Something that may have been lost in translation: gods do not expend effort, or 'flit between', avatars and their actual body. They can do thing simultaneously with 100% focus.

So say we wanted to make a shit ton of low level puppet esque avatars: made in our image, could probably tussle with a average soldier/recruit, but obviously torn to shreds by higher power foes. Maybe let our gods flit their consciousness to one unit and have normal avatar powers to that one. Otherwise have very basic processing power. On death, they vanish into smoke...


See what Capybara said. But also, why would you create Avatars for that? Just create a race of mindless minions controlled directly by Logos.
