I don't think it's feasible. Tier Five had less than a thousand members. You have practically infinite beings below Tier Four.

Nothing yet. To answer your question, it's because the lower Tiers are only classifications, whereas Tier Five was an actual organization.

What about the lower Tiers?
It's still a useful classification system, but those aren't organized like Tier Five was. They couldn't be, given their nature.
