There are; although at least a significant fraction of them are in the Mon Alliance, who are regionalists.

If you're open to suggestions, perhaps you can create a character who's good at talking as well as being a special forces member? I do need someone for the Mon Alliance to talk to.

With the RoC no, not yet. Just make up something, like idk, space pirates or something along those lines. But once this battle finishes, like I said, I'll have some bases pop up.
